Adopt Resolution No. declaring a Stage 1 - Voluntary '?e(o Compliance - Water Watch. Recent increases in state water supplies allowed the Metropolitan Water District to enact, effective April 1, 1992, Stage 1 of the Incremental Interruption and Conservation Plan (IICP). Stage 1 calls for a voluntary 10 percent level of conservation. The MWD will reconcile all previous 1991-92 IICP deliveries effective March 31, 1992. By going to Stage 1 MWD and CWA eliminated monthly allocations for its member agencies, and the disincentive charges for exceeding allocations. As of this date, the CMWD is well within its delivery allocation from the CWA. The CWA Board acted on March 12 to set delivery allocations at 90 percent of the adjusted base year of 1989-90. At that time, the potential for disincentive charges from the IICP was still in place for member agencies that did not meet delivery targets. With the increased supplies and MWD's and CWA's call for an IICP Stage 1, it is recommended that the conservation request now be a voluntary 10 percent. Projected water demand shows that CWA could face water shortages created by a lack of system capacity, at least until Pipeline 6, one of CWA's pipelines presently under construction, is completed. Even if the water supply outlook further improves, a voluntary 10 percent level of conservation would be recommended. CMWD Ordinance No. 35 allows for a Stage 1 - Voluntary Compliance - Water Watch. The Water Commission has reviewed this item and recommends the Board declare a Stage 1 Water Alert. Due to Metropolitan's increase in water rates scheduled to take effect July 1st of this year and to its proposed service charge and property parcel charge to be addressed at its May 12th Board meeting, the Commission is also recommending the Board maintain the present inclining block rate system. The Commission will be reviewing the proposed increases and the possibility of maintaining or revising the inclining block rate structure in the next several weeks. A recommendation will be presented to the Board at that time. FISCAL IMPACT: If a 10% reduction in water usage is realized, a corresponding reduction in District revenue could occur. The District's portion of the per unit water charge used to offset District expenses is approximately 25 cents out of its total per unit charge. Additionally, the District's annual budgetary process assumes minimal increases in water sales. As a result, the fiscal impact of a possible reduction of revenues due to a 10% reduction in water usage would be minimal. EXHIBITS: 1. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad Municipal Water District as follows: 1. Due to the information received from the San Diego County Water Authority, the Carlsbad Municipal Water District is calling for a 10 percent voluntary reduction in water use over the base year 1989-90 consumption. 2. A Stage 1 Water Alert be declared in accordance with the District's Ordinance No. 35, adopted on March 5, 1991. 3. Rescind Resolution No. 782 which declared a Stage 2.
