I MEADOWLARK AND MAHR RESERVOIR FACILITIESlCITYMGR. /r" I RECOMMENDED ACTION: Adopt Resolution No. 39 3 affirming the Districtls intent to fund the necessary upgrades and modifications to the Vallecitos Water District's Meadowlark Treatment Facilities. I ITEM EXPLANATION: In August of 1989, the Board of Directors approved a staff recommendation to apply for a low-interest loan through the State Water Resources Control Board for the Board of Directors approved Encina Basin Water Reclamation Project - Phase I Program, Facilities Plan. The Board of Directors also authorized the Executive Manager to negotiate and execute reclaimed water agreements with Vallecitos and Leucadia County Water Districts for the sale of reclaimed water to the City. As a part of the Phase I Program of the Encina Basin Project, upgrades and modifications to the Meadowlark Water Reclamation Facility of the Vallecitos County Water District were required. These upgrades and modifications consist of installation of equipment to improve the quality of reclaimed water stored in the Mahr Reservoir, also a facility of Vallecitos. In order to provide a constant reclaimed water flow to Carlsbad, certain modifications to the Meadowlark facility piping and pump control system are also needed. The low interest loan application included the costs of these upgrades and modifications which are estimated to cost $900,000. Vallecitos and Carlsbad signed an agreement to provide reclaimed water to Carlsbad in June, 1991. This 20 year agreement outlines the conditions of purchasing reclaimed water from the Vallecitos Water District. The agreement describes methods of delivery, quantities of reclaimed water, the treatment standards and, also the quality of the reclaimed water. It also sets the criteria for its use and the compliance with the regulatory requirements. Part of this agreement stipulates that the aforementioned upgrades and modifications will be needed and Carlsbad will fund these improvements. The Meadowlark Reclamation Facility currently produces tertiary treated water to the required level for use by CMWD. However, when stored in the Mahr Reservoir, the quality is affected through algae growth. Removal of the algae and modifications to the pump controls and piping will allow CMWD to utilize Mahr Reservoir storage capacity to equalize the flows to CMWD users. The intent of this agenda bill and accompanying resolution is to re- affirm Carlsbad's commitment to utilize the funds obtained through the low-interest loan program to fund the required upgrades and modifications. Presently design of the pipeline along El Camino Real, to replace the highline, is complete and has been submitted to the State for approval. Design of the pump station at El Camino Real and the pipeline along Palomar Airport Road to I-5 are in the final stages of design. Upon completion of the environmental review and Coastal Commission review these designs will also be submitted to the State Page 2 of Agenda Bill No. 168 along with the design of the improvements to Meadowlark Reclamation Facilities. Once all of the projects are under construction, proceeds from the loan will be sent to the District for reimbursement of design costs and construction as it proceeds. FISCAL IMPACT: The proposed upgrades and modifications to the Meadowlark Water Reclamation Facility will be funded through the proceeds of the $5,000,000 low-interest loanthroughthe State Water Resources Control Board. The estimated costs of these upgrades and modifications are $900,000. The repayment of the low-interest loan will be accomplished through revenue generated by the sales of reclaimed water. Resolution No. 393 reaffirming the District's intent to fund the necessary upgrades and modifications to the Vallecitos Water District's Meadowlark Treatment Facilities. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 . 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 793 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT REAFFIRMING ITS COMMITMENT TO FUND TO MEADOWLARK WATER RECLAMATION FACILITY AND THE UPGRADES AND MODIFICATIONS TO THE MAHR RESERVOIR SITE OF THE VALLECITOS COUNTY WATER DISTRICT WHEREAS, the Board of Directors of the Carlsbad Municipal Water District approved the Encina Basin Water Reclamation Project - Phase I Program; Facilities Plan: and WHEREAS, the Board of Directors of the Carlsbad Municipal Water District authorize the Executive Manager to execute an agreement with Vallecitos County Water District for the sale of reclaimed water to Carlsbad; and WHEREAS, the Carlsbad Municipal Water District, through the agreement for the sale of reclaimed water to the District, has agreed to fund certain improvements to the Vallecitos Meadowlark Water Reclamation Facility and Mahr Reservoir: and WHEREAS, these certain improvements are necessary as detailed in the Encina Basin Water Reclamation Project - Phase I Program, Facilities Plan and are estimated to cost $900,000; and WHEREAS, the State Water Resources Control Board low-interest loan application includes monies for these modifications; NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board of Directors as follows: 1. That the above recitations are true and correct. /// /// /// /// 1 2. That the Board hereby reaffirms its commitment to fund the necessary upgrades and modifications at the Meadowlark Water Reclamation Facilities and Mahr Reservoir site to improve the quality and quantity of reclaimed water presently being delivered to Carlsbad by the Vallecitos County Water District.
