IECOMMENDED ACTION: Adopt Resolution No. confirming staff actions and waiving bidding procedures as set forth in Carlsbad’s Purchasing Ordinance Section 3.28.024. ITEM EXPLANATION: Staff is asking the City Council to consider approving the expenditure of approximately $95,000 from the District’s Emergency Reserve Fund for the construction of a portion of the Palomar Airport Road reclaimed water pipeline which is to be located in the median in front of the Price Club property. This expenditure will allow staff to take advantage of the Price Club’s construction window to complete this section of pipeline in advance of our normal construction schedule. City approval of the Price Club facilities was contingent on construction of off-site improvements as well as on-site improvements. These off-site improvements included changes to the median in Palomar Airport Road which consists of stamped concrete, landscaping and the construction of a left turn pocket from the west bound lane of Palomar Airport Road. Plan checking of on-site water system improvements for the Price Club was completed by staff in March of 1991. Off-site improvements such as medians not involving water facilities are not generally forwarded to the District for plan checking. The District, therefore, was not aware of the specific improvements required to the median in Palomar Airport Road. As a result of the District’s effort to pursue the first phase of the Reclaimed Water Master Plan, plans were developed to construct a reclaimed water pipeline along Palomar Airport Road. This pipeline will bring reclaimed water from the District’s ‘Twin D” tank located north of the Aviara development. It is intended that the reclaimed water pipeline will serve the two agricultural growers and Caltrans. These plans were developed subsequent to our location of the reclaimed water pipeline was developed in conjunction with the city engineering staff and the most appropriate location was determined to be in the median of Palomar Airport Road. Construction of the improvements to the median along Palomar Airport Road began during the week of July 6th. It was determined that the reclaimed water pipeline should be installed within the limits of the improvements required of the Price Club prior to the completion of those improvements. This decision was based on the following: Page 2 of Agenda Bill No. a. Avoid disruption of Palomar Airport Road traffic flows and citizen inconvenience a second time if installation of reclaimed water pipeline was installed at this time instead of as planned, in April of 1993. b. Avoid the substantial increase costs associated with the installation of the reclaimed water pipeline at a later date. This extra cost would be caused by the need to remove the median improvements just completed in order to install the reclaimed water pipeline. Those median improvements would then need to be reinstalled as part of the pipeline installation. c. Installation of the pipeline at this time would avoid violating City policy that prohibits construction in any City street within a two year period after paving or median improvements have been made. As a result of the decision to install the pipeline at this time, emergency steps were taken to have a contractor install the pipeline within the limits of the improvements to the median required of the Price Club. The scope of the work includes the installation of approximately 2100 feet of 8 inch PVC pipe with the required fitting through the intersection of Paseo Del Norte and Palomar Airport Road. (see attached Exhibit A) This leaves approximately 3500 feet of pipe to be installed to the Palomar Airport Road and College Boulevard intersection. This remaining portion will be bid early 1993. FISCAL IMPACT: A cost has been negotiated with the contractor. This cost is not to exceed $95,000. In reviewing recent prices for installation of comparable pipeline projects show that installation averages $45 per foot. Considering the emergency nature of this installation the not to exceed figure is appropriate. Funds have been appropriated for this project in the 1992 - 1993 Capital Budget. These funds will come from the proceeds of the $5,000,000 low- interest state loan. The Operating Fund will loan these funds to the Reclaimed Water Fund until the state loan monies are received.
