HomeMy WebLinkAbout1992-09-01; Municipal Water District; 185; Maerkle Pump Station & Disinfection Facilities,/3 G CARLSBAD VNICIPAL WATER DISTRICT -AGENDA BILL $Vā€™ 9 > 0 E % % 5 i 5 8 AWARD OF CONTRACT FOR THE CONSTRUCTION OF MAERXLE PUMP STATION & DISINFECTION FACILITIES 3ECOMMENDED ACTION: Adopt Resolution No. %lI-! accepting a bid, awarding a construction contract, appropriating funds for the construction of Maerkle Pump Station & Disinfection Facilities and disappropriating $500,000 from CMWD Project No. l 89-109, Contract No. 3375.y for the ITEM EXPLANATION: On May 12, 1992, the Board of Directors authorized the advertisement of bids for the construction of Maerkle Pump Station & Disinfection Facilities. Seven (7) sealed bids were received July 2, 1992, as follows: 1. The Industrial Company San Diego, Inc. $1,789,000.00 2. Hunter Corporation $1,855,000.00 3. P.R. Burke Corporation $1,890,908.00 4. RIHA Construction Co. $1,995,667.00 5. Cal Southwest $1,998,000.00 6 Team Construction Corporation $2,072,353.00 7. DVY Construction Company $2,091,000.00 The expansion and upgrading of Maerkle Reservoir Facilities began in 1989 as a three phase program. The first phase was construction of a concrete 10 million gallon storage tank and associated pipelines, the second phase consists of construction of a pump station and disinfection facility, and the third phase will consist of lining and covering of the 600 acre foot open reservoir. Completion of the three phases will accomplish a long term goal of the District, which is to comply with a Department of Health request to further protect the water quality. Construction is anticipated to begin in September and require approximately twelve (12) months to complete. The engineer's estimate for construction was $2,500,000.00. Project Manager, Purchasing staff, and the City Attorney's Office have reviewed the complete bid documents from all parties in detail and have concluded that the lowest responsive, responsible bidder is The Industrial Company San Diego, Inc. It is therefore recommended that the award of contract be made to The Industrial Company San Diego, Inc. ENVIRONMENTAL REVIEW: This project received prior environmental review and a negative declaration was issued and approved by the Board of Directors on January 4, 1989. PAGE 2 OF AB # I85 FISCAL IMPACT: Funds for this project have been appropriated in the 1992-93 C.I.P. in the amount of $3,337,500, forty (40%) percent of the funds from Major Facilities Fees and sixty (60%) percent from Capital Replacement Fund. The estimated cost for the pump station and disinfection facility is now approximately $2,300,000. Therefore, there are excess funds available, and staff recommends disappropriating $500,000 from the existing appropriations for CMWD Project No. 89-109, Contract No. 3375. The Construction bid for the project is $1,789,000.00. The estimated District-funded project costs are as follows: Design $ 40,000.00 Geotechnical 15,ooo.oo Construction 1,789,OOO.OO Construction Staking 10,000.00 Construction Contingencies (15%) 268,OOO.OO Inspection/Lab/Administration (10%) $ 180.000.00 Total Estimated Project Cost $2,302,000.00 Total Existing Appropriation EXHIBITS: 1. MAERKLE PUMP STATION AND 11S1WECT1ON FAClLlTY .- _.. -- ._ ~_-_* -_-_ 2 -. ~mwo. 5HIEiT fw. 89409 I j i RESOLUTION NO. 811 A RESOLUTION OF THE CARLSBAD MUNICIPAL WATER DISTRICT OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING CONTRACT FOR THE CONSTRUCTION OF IMPROVEMENTS AND APPROPRIATING FUNDS FOR IMPROVEMENTS FOR MAERKLE PUMP STATION, AND DISAPPROPRIATING $500,000.00 IN FUNDS FROM CMWD PROJECT NO. 89-109, CONTRACT WHEREAS, the Board of Directors of the Carlsbad Municipal Water District has previously authorized the advertisement of bids for the construction of improvements to Maerkle Reservoir, CMWD Project No. 89-109, Contract No. 3375; and WHEREAS, seven (7) sealed bids were received on July 2, 1992, for said project; and WHEREAS, all bid documents received from all bidders have been reviewed in detail and the Board of Directors does hereby find that the lowest responsive, responsible bid received for the construction of said project was submitted by The Industrial Company San Diego, Inc., in the amount of $1,789,000.00: and WHEREAS, the Board of Directors has the authority to authorize the Executive Manager to approve change orders in excess of the guidelines pursuant to Resolution No. 790; and WHEREAS, there are excess funds appropriated in the 1992- 93 Capital Improvement Projects in the amount of $500,000.00. NOW, THEREFORE, BE IT RESOLVED as follows: 1. That the above recitations are true and correct. 2.
