AWARD OF CONTRACT FOR THE 1992 FENCING PROJECTS IN THE CITY OF CARLSBAD
RECOMMENDED ACTION:
Adopt Resolution No. 8\"4 accepting a bid and awarding a contract for the construction of the installation of 1992 Fencing Projects in the City of Carlsbad, CMWD Project No. 91-110, Contract No. 3900.
ITEM EXPLANATION:
On May 19, 1992, the Board of Directors authorized the advertisement of bids for the installation of the 1992 Fencing in the City of Carlsbad for Maerkle I Reservoir, Maerkle II Reservoir and La Costa Low Reservoir. Six (6) sealed bids were received July 9, 1992, as follows:
1. Lightning Fence $60,566.16 2. Hurricane 61 Poway Fence Company $61,600.91 3. Fortress Fence $67,132.99 4. Anchor Fence $80,500.66 5. Atlas Fence Company $85,318.00 6. American Fence Company $89,085.08
This project will involve installation of fencing for Maerkle I Reservoir, Maerkle II Reservoir and La Costa Low Reservoir. It is in the best interests of the public, the District and the City to fence off areas which should be confined from encroachment. Construction is anticipated to begin in September and require approximately two (2) months to complete. The engineer's estimate for construction was $95,000.00.
Project Manager, Purchasing staff, and the City Attorney's Office have reviewed the complete bid documents from all parties in detail and have concluded that the lowest responsive, responsible bidder is Lightning Fence. It is therefore recommended that the award of contract be made to Lightning Fence.
This project is categorically exempt from the environmental review process, as per Article 19, Catagorical Exemptions, 14 CCR, Section 15301 (e).
FISCAL IMPACT:
The Board of Directors has previously appropriated in the 1992-93 Capital Outlay of the Operating Budget, Project Account No. 501-820- 6310-3900, funds in the amount of $95,000 for these fencing projects including contingencies. This installation of fencing for the three reservoir sites is now estimated to cost $75,666.16. Therefore, there are sufficient funds available.
The Construction bid for the project is $60,566.16. The estimated District-funded project costs are as follows:

A RESOLUTION OF THE CARLSBAD MUNICIPAL WATER DISTRICT OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING CONTRACT FOR THE CONSTRUCTION OF INSTALLATION OF 1992 FENCING PROJECTS IN THE CITY OF CARLSBAD, CMWD PROJECT NO. 91-110. CONTRACT NO. 3900
WHEREAS, the Board of Directors of the Carlsbad Municipal
IWater District has previously authorized the advertisement of bids
for the construction of installation of 1992 Fencing Projects in
the City of Carlsbad, CMWD Project No. 91-110, Contract No. 3900,
and;
WHEREAS, six (6) sealed bids were received on July 9,
1992, for said project; and
WHEREAS, all bid documents received from all bidders have
been reviewed in detail and the Board of Directors does hereby find
that the lowest responsive, responsible bid received for the
construction of said project was submitted by Lighting Fence, in
the amount of $60,566.16; and
WHEREAS, the Board of Directors has the authority to
authorize the Executive Manager to approve change orders within a
certain percentage of the total construction contract amount.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitations are true and correct.
2. That the bid amount is the amount of $60,566.16
submitted by Lightning Fence is hereby accepted and the President

is hereby authorized to execute a contract thereafter.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad Municipal Water District held on the 15th day of
SEPTEMBER I 1992, by the following vote to wit:
