ITEM EXPLANATION: On July 28, 1992, the Board of Directors authorized the advertisement of bids for the construction of El Camino Reclaimed Water Pump Station. Ten (10) sealed bids were received October 1, 1992, as follows: 1. Don Hubbard Contracting Co. 2. Gillespie Construction 3. Cal Southwest Construction 4. Caliagua 5. Miramontes Construction 6. Hunter Corporation 7. S.C.W. Contracting 8. Atlas-Allied Incorporated 9. State Construction Co. 10. L. R. Hubbard $286,765.00 $287,671.26 $308,633.00 $328,955.00 $329,630.00 $333,000.00 $333,318.00 $338,425.00 $357,878.00 $402,414.00 This project involves the construction of the El Camino Reclaimed Water Pump Station, the first permanent reclaimed water pump station to be built for the reclaimed water system as a part of the approved Master Plan. The reclaimed water pump station will be constructed over the Vallecitos reclaimed failsafe line as per attached Location Map - Exhibit 'rA'l The pump station will replace a temporary pump station serving existing D-2 Reclaimed Water Reservoir, Aviara, Caltrans and ultimately the flower fields. Construction is anticipated to begin in November and require approximately three (3) months to complete. The engineer's estimate for construction was $280,000.00. Project Manager, Purchasing staff, and the City Attorney's office have reviewed the complete bid documents from all parties in detail and have concluded that the lowest responsive, responsible bidder is Don Hubbard Contracting Co. It is therefore recommended that the award of contract be made to Don Hubbard Contracting Co. ENVIRONMENTAL REVIEW: This project is categorically exempt from the environmental review process, as per Article 19, Categorical Exemptions, 14 CCR, Section 15301 (b). The State has approved awarding of this contract with the preceding E.I.R. exemption. . . PAGE 2 OF AB# 1% FISCAL IMPACT: Funds for this project have been appropriated in the 1992-93 C.I.P. in the amount of $800,000. The funds for this project will be from a pre-approved state loan of $5,000,000. The State will sign the contract with the exact amount of the loan after the last contract under this loan is awarded. We have received a letter from the State Water Resources, Office of Water Recycling authorizing us to award the construction contract for this pump station. Funds will be borrowed from the Water Fund during this period. The low interest loan will be repaid through the sale of reclaimed water. The construction bid for the project is $286,765. The estimated District-funded project costs are as follows: Design $ 20,000 Construction 286,765 Construction Contingencies 43,000 Inspection/Lab/Administration 30,000 Total Estimated Project Costs $379,765 Total Existing Appropriation $800,000 1. WHEREAS, the Board of Directors of the Carlsbad Municipal Water District has previously authorized the advertisement of bids for the construction of the El Camino Reclaimed Water Pump Station, CMWD Project No. 92-306, Contract No. 3397, and: WHEREAS, Ten (10) sealed bids were received on October 1, 1992, for said project: and WHEREAS, all bid documents received from all bidders have been reviewed in detail and the Board of Directors does hereby find that the lowest responsive, responsible bid received for the construction of said project was submitted by Don Hubbard Contracting Company in the amount of $286,765.00; and I// /// /// /// /// /// /// /// /// /// NOW, THEREFORE, BE IT RESOLVED as follows: 1.
