I RECOMMENDED ACTION:
Adopt Resolution No. -i%!L for approval of plans and specifications and authorization to advertise for an invitation to bid for installation of 1993 Fencing Project in the City of Carlsbad, CMWD Project No. 92-104, Contract No. 3900A.
I ITEM EXPLANATION:
The project will involve removal of old, deteriorating fencing and installation of new fencing for Buena Vista Reservoir. It is in the best interests of the public, the District and the City to maintain fencing of areas which should be confined from encroachment. Plans and specifications for the fencing project were prepared by the District engineering staff and are available for review. In accordance with Section 3.28.120 of the Municipal Code, an Invitation to Bid will be published, and the contract will be awarded to the lowest responsive, responsible bidder subject to Board of Directors' approval.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process, as per Article 19, Catagorical Exemptions, 14 CCR, Section 15301 (e).
FISCAL IMPACT:
Funds in the 1992-93 Operating Budget have been previously appropriated in the amount of $35,000 for the Buena Vista Reservoir Fencing Project. The Engineer's Cost Estimate amounts to a total of $32,200 for the project. Therefore, no additional appropriations are necessary.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT OF CARLSBAD, CALIFORNIA, FOR APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO PUBLISH AN ADVERTISEMENT FOR BIDS FOR INSTALLATION OF THE 1993 FENCING PROJECT IN THE CITY OF CARLSBAD, CMWD PROJECT NO. 92-104
WHEREAS, it is in the best interests of the general
public, the City of Carlsbad and the Carlsbad Municipal Water
District to maintain fencing of areas which might be precarious to
the welfare of the general public and if left open might hinder the
operation and maintenance of the water system, and it is imperative
that the deteriorating fencing be replaced with the installation of
new fencing to ensure the Buena Vista Reservoir site be confined
from encroachment; and
WHEREAS, funds have been appropriated in the 1992-93
Operating Budget for the Buena Vista Reservoir site for the project
to remove the deteriorating fencing and to install new fencing into
the amount of $35,000; and
WHEREAS, the engineering staff has prepared plans and
specifications for the Installation of the 1993 Fencing Project for
Buena Vista Reservoir in the City of Carlsbad with a cost estimate
in the amount of $32,200; and
WHEREAS, authorization by the Board of Directors to
publish an Invitation to Bid in accordance with Section 3.28.120 of
the Municipal Code, and award the contract to the lowest
responsive, responsible bidder subject to the Board of Directors'
approval; and
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors
of the Carlsbad Municipal Water District of Carlsbad, California,

1 as follows:
2 1. That the above recitations are true and correct.
3 2. That the plans and specifications and cost estimate
4 of $32,200 submitted by the Carlsbad Municipal Water District
5 engineering staff which are on file with the Carlsbad Municipal
6 Water District Engineering Department and are incorporated herein
7 by reference, are accepted.
8 3. That the Secretary be authorized to publish an
g invitation to bid in accordance with Section 3.28.120 of the
10 Municipal Code.
