TITLE: APPROVAL OF PLANS AND SPECS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR CONSTRUCTION OF HILLSIDE WATER LINE REPLACEMENT PROJECTS - CMWD 89-108
RECOMMENDED ACTION:
Adopt Resolution No. 8&b approving plans and specifications and authorization to advertise for an invitation to bid for construction of Hillside Water Line Replacement Projects, CMWD 89-108, Contract 3404.
ITEM EXPLANATION:
In the 1992-93 budget, the Board of Directors appropriated funds for water main replacement in the original City of Carlsbad water service area. Staff recommends proceeding with the proposed construction to upgrade and replace distribution mains to meet District standards and City fire flow requirements.
Construction is anticipated to require approximately ninety (90) calendar days from the date of the issuance of the Notice to Proceed. This project includes water line replacement in Hillside Drive from Highland to Park Drive, Chestnut Avenue from Adams Street to Highland, and in Arland Road from Highland Drive to Buena Vista Way as shown on the attached location map. Plans and Specifications for the upgrade and replacement of distribution mains to accommodate fire flow requirements were prepared by the District engineering staff and are available for review. In accordance with Section 3.28.120 of the Municipal Code, an Invitation to Bid will be published, and the contract will be awarded to the lowest responsive, responsible bidder subject to Board of Directors' approval.
This project has been coordinated with City engineering staff, and it has been determined that there are no conflicts with any other City projects that may be contemplated for this area.

ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process, as per Article 19 Categorical Exemptions, 14 CCR, 15302(c). The California Coastal Commission has issued a Permit authorizing to authorize the District to proceed with construction of this project, permit number 6-92-13.
FISCAL IMPACT:
p Funds in the amount of $550,000 have been appropriated in the 1992-93 budget as part of the rehabilitation projects for the City's original
2 water service area. The construction cost estimated for this project is $309,000. Therefore, there are sufficient funds available for this

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT, CARLSBAD, CALIFORNIA, FOR APPROVAL PLANS AND SPECIFICATIONS AND AUTHORIZATION TO PUBLISH AN ADVERTISEMENT FOR BIDS FOR CONSTRUCTION OF HILLSIDE WATER LINE REPLACEMENT PROJECTS - CMWD 89-108
WHEREAS, the Board of Directors of the Carlsbad Municipal
Water District of Carlsbad, California, has determined it necessary
#and in the public interest to construct the Hillside Street Water
i Line Replacement Project to upgrade and replace distribution mains
to meet District standards and to meet City fire flow requirements;
and
WHEREAS, funds appropriated in the i992-93 budget for
Downtown Water Line Rehabilitation Projects in the amount of
$550,000 are available; and
WHEREAS, plans and specifications for the construction of
Hillside Water Line Replacement Projects have been prepared by the
engineering staff with a cost estimate of $309,000 and are on file
in the Engineering Department of the Carlsbad Municipal Water
District; and
WHEREAS, authorization by the Board of Directors to
publish an Invitation to Bid in accordance with Section 3.28.120 of
the Municipal Code, and award the contract to the lowest
responsive, responsible bidder subject to the Board of Director'
approval; and
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors
of the Carlsbad Municipal Water District of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.

/ 2. That the plans and specifications and cost estimate
of $309,000 submitted by the Carlsbad Municipal Water engineering
staff which are on file with the Carlsbad Municipal Water District
Engineering Department and are incorporated herein by reference,
are accepted.
3. That the Secretary be authorized to publish and
invitation to bid in accordance with Section 3.28.120 of the
Municipal Code.
