HD. w- v CITY ATTY CITY MGR. MTG. 12/09/92 CMWD IEPT. 3ECOMMENDED ACTION: Approve policy to allow commercial industrial classifications to receive rebates for ultra-low- flush toilet retrofits. ITEM EXPLANATION: As a result of the last Water Commission meeting, staff was asked to develop a policy addressing the inclusion of commerciaVindustria1 customers in the Ultra-low-flush toilet (ULFT) rebate program. To date, the District has only allowed residential customers to receive rebates for the retrofit of old toilets. This policy was established to give residential customers the chance to participate in the program, without a large commercial customer taking all the budgeted rebates with one building-wide retrofit. As the program has progressed, the issue of commercial and industrial customers’ eligibility for the rebates has been raised. The question then becomes how should their participation be limited, if at all? After consultation with other water agencies and San Diego County Water Authority, staffs recommendation is to begin allowing commercial and industrial customers to participate in the rebate program on a trial basis of 90 days. During this time period, no limitations will be set on these customer classifications. The consultant managing the program is not easily able to screen applicants according to water agency specifications due to the large number of agencies participating in the program. Therefore, a trial period is recommended to see if any complications arise as a result of this policy decision. After 90 days, staff will report on the status of the ULFT program and the participation of these two customer classifications. As the program is now administered, commercial and industrial customers are allowed up to 8 rebates at $75.00 each, from 9-20 rebates at $50.00 each, from 21-35 rebates at $25.00 each, and from 36 - 100 rebates at $10.00 each. For example if an office building retrofit 70 toilets, the rebate amount would be as follows: 8 @ $75.00 = $600.00 12 @ $50.00 = $600.00 15 @ $25.00 = $375.00 3569 $ 10.00 = $350.00 TOTAL 70 $1,925.00
