RECOMMENDED ACTION:
Adopt Resolution No. 828 accepting a bid and awarding a contract for the installation of 1993 Fencing Project in the City of Carlsbad, CMWD Project No. 92-104, Contract No. 3900A.
ITEM EXPLANATION:
On November 10, 1992, the Board of Directors authorized the advertisement of bids for the installation of the 1993 Fencing Project in the City of Carlsbad for Buena Vista Reservoir. The engineer's estimate for the installation was $32,200.00. Twelve (12) sealed bids were received December 7, 1992, as follows:
1. Fortress Fence Co. 2. Bull Fence Co. 3. Lightning Fence 4. Quality Fence Co., Inc. 5. C & W Fence Co. 6. Valley Fence 7. H.M.S. Fence Co. 8. Goldenwest Fence Co. 9. Atlas Fence 10. Anchor Fence 11. Basile Construction 12. Eagle Fence Co.

This project involves the installation of new fencing for the Buena Vista Reservoir site. Installation is anticipated to begin in February and take approximately one month to complete.
Staff has reviewed the complete bid documents and concluded that the lowest responsive and responsible bidder is Fortress Fence Company. It is recommended that the award of the Contract be made to Fortress Fence Company.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process, as per Article 19, Categorical Exemptions, 14 CCR, Section 15301 (e).
FISCAL IMPACT:
The bid for the project is $22,983.79. The total project costs are estimated to be $28,730 and are detailed as follows:

The Board of Directors has appropriated $35,000 in the 1992-93 Capital Outlay of the Operating Budget, Account No. 501-820-6310-3900. Therefore, there are sufficient funds available for this project.

RESOLUTION NO. 828
A RESOLUTION OF THE CARLSBAD MUNICIPAL WATER DISTRICT OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING CONTRACT FOR THE INSTALLATION OF 1993 FENCING PROJECT IN THE CITY OF CARLSBAD, CMWD PROJECT NO. 92-104 CONTRACT NO. 3900(A)
WHEREAS, the Board of Directors of the Carlsbad Municipal
Water District has previously authorized the advertisement of bids
for the installation of 1993 Fencing Project in the City of
Carlsbad, CMWD Project No. 92-104, Contract No. 3900(A), and;
WHEREAS, twelve (12) sealed bids were received on
December 7, 1992, for said project; and
WHEREAS, all bid documents received from all bidders have
been reviewed in detail and the Board of Directors does hereby find
that the lowest responsive, responsible bid received for the
installation of said project was submitted by Fortress Fence Co.,
in the amount of $22,983.79; and
WHEREAS, the Board of Directors has the authority to
authorize the Executive Manager to approve change orders within a
certain percentage of the total construction contract amount.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitations are true and correct.

2. That the bid amount is the amount of $22,983.79
submitted by Fortress Fence Co. is hereby accepted and the
President is hereby authorized to execute a contract thereafter.
