CMWD WATER LINE REPLACEMENT PROJECTS mn 89-108 RECOMMENDED ACTION: Adopt Resolution No. 83z accepting a bid and awarding a contract for the construction of Hillside Water Line Replacement Projects, CMWD Project No. 89-108, Contract No. 3404. ITEM EXPLANATION: On December 8, 1992, the Board of Directors authorized the advertisement of bids for construction of Hillside Water Line Replacement Projects. Eight (8) sealed bids were received March 3, 1993, as follows: 1. Thomas Pipeline 2. Ortiz Corporation 3. Cobra 4. Bradick Companies 5. Don Hubbard Contracting 6. Miramontes Construction 7. Dietrich Corporation 8. H.S. Excel Corporation $237,643 $242,858 $246,120 $248,924 $256,427 $298,410 $307,892 $338,394 This project will involve construction to upgrade and replace distribution mains to meet District standards and City fire flow requirements. Construction is anticipated to require approximately ninety (90) calendar days to completion. The Engineer's estimate for construction was $309,000. Plans and specifications for the upgrade and replacement of distribution mains to accommodate fire flow requirements were prepared by the District engineering staff. In accordance with Section 3.28.120 of the Municipal Code, an Invitation to Bid was published. Eight responses were received, opened, witnessed and recorded on March 3, 1993. Project Manager, Purchasing staff, and the City Attorney's office have reviewed the complete bid documents from all parties in detail and concluded that the lowest responsive, responsible bidder is Thomas Pipeline, P.O. Box 190, Wildomar, California 92595-0190 for a contract amount of $237,643. This project has been coordinated with City engineering staff, and it has been determined that there are no conflicts with any other City projects that may be comtemplated for this area. This project is categorically exempt from the environmental review process, as per Article 19 Categorical Exemptions, 14 CCR, 15302(c). The California Coastal Commission has issued a permit authorizing to authorize the District to proceed with construction of this project, permit number 6-92-13. PAGE 2 AB# &@& FISCAL IMPACT: Funds in the amount of $550,000 have been appropriated in the 1992-93 Budget as part of the rehabilitation projects for the City's original water service area. The construction bid for the project is $237,643. The estimated District-funded project costs are as follows: Design $ 25,000 Construction $237,643 Construction Contingencies 10% $ 24,000 Inspection/Lab/Administration $ 24,000 ,Total Estimated Project Costs Total Appropriation $310,643 $550,000 EXHIBITS: 1. CONTRACT NO. 3403 WHEREAS, the Board of Directors of the Carlsbad Municipal Water District has previously authorizedthe advertisement for bids for the construction of Hillside Water Line Replacement Projects, CMWD Project No. 89-108, Contract No. 3403; and, WHEREAS, eight (8) sealed bids were received on December 8, 1992, for said project: and, WHEREAS, all bid documents received from all bidders have been reviewed in detail and the Board of Directors does hereby find that the lowest responsive, responsible bid received for the construction of said project was submitted by Thomas Pipeline in the amount of $237,643.00: NOW, THEREFORE, BE IT RESOLVED, as follows: 1.
