ITEM EXPLANATION: On April 6, 1993, the Board of Directors authorized the advertisement of bids for construction of reclaimed and potable water system improvements projects. Nine (9) sealed bids were received June 3, 1993, as follows: 1. T.C. Construction 2. Don Hubbard Contracting 3. Ortiz Corporation 4. Channel Constructors 5. A.W. Davies Inc. 6. H.S. Excel1 Corporation 7. Cass Construction Inc. 8. C.W. McGrath Inc. 9. Drainage Construction Inc. $964,177.45 $987,954.25 $998,374.00 $1,083,854.00 $1,086,947.00 $1,102,424..00 $1,143,455.00 $1,283.963.00 $1,610,304.70 This project will involve three separate District projects which are being combined into one contract to take advantage of a State low interest loan for reclaimed water related projects. Construction is anticipated to require approximately one hundred (100) calendar days to completion. The Engineer's estimate for construction was $1,201,525. Plans and specifications for the Schedule I, Project No. 91-109, Reclaimed and Potable Water Main and Main Conversions Palomar Airport Road, from Twin D Tanks to Palomar Airport Road I-5 Crossing; Schedule II, Project No. 91-301, 12" Reclaimed Water Transmission from D-2 Twin Reservoirs Easterly to El Camino Real and Fail Safe Line; Schedule III, Project No. 86-109, D-2 Project, 12 and 16 Inch Potable Water Mains; being combined into Contract No. 3394 were prepared by the District engineering staff. In accordance with Section 3.28.120 of the Municipal Code, an Invitation to Bid was published. Nine responses were received, opened, witnessed and recorded on June 3, 1993. Project Manager, Purchasing staff, and the City Attorney's office have reviewed the complete bid documents from all parties in detail and concluded that the lowest responsive, responsible bidder is T.C. Construction, 10510 Prospect Avenue, Santee, California 92071, for a contract amount of $964,177.45. The Water Commission has met and is recommending approval to the Board of Directors. ENVIRONMENTAL REVIEW: 2 The environmental review process for this project (EIA-9206) has been approved on September 10, 1992, and the California Coastal Commission has issued Permit No. 6-92-227. . PAGE 2 AB# 2x1 FIBCAL IMPACT: The contract amount for this work is $964,177.45. The estimated District-funded project costs are as follows: Design $100,000.00 Construction $964,177.45 Construction Contingencies 10% $96,417.75 Inspection/Lab/Administration $96.417.75 Total Estimated Project Costs $1,257,012.95 Total Appropriation $4,042,750.00 The original scope of work has been revised resulting in deletion of a major portion of the project. This included the usage of an existing reservoir in lieu of construction of a new reservoir and the building of one pump station instead of two pump stations. This has reduced the original appropriation by $2.6 million dollars in the Reclaimed Fund. The following projects shall have their appropriations reduced as follows: 3379 - $300,000.00, 3387 - $300,000.00, 3394 - $143,750.00 and 3405 - $1,800,000.00. The District has been approved for a low-interest State loan of $2,429,240.00 for reclaimedwater related projects. This project will be paid for with the proceeds from the loan. It is intended that the loan will be repaid from reclaimed water sales and from subsidies from the County Water Authority and the Metropolitan Water District. If these sources are not sufficient in the future, staff will return to the Board with other possible options. EXHIBITG: 1. Location Map - Exhibit "A" . 2. CONTRACT NO . 3394 WHEREAS, the Board of Directors of the Carlsbad Municipal Water D,istrict has previously authorizedthe advertisement for bids for the construction of reclaimed and potable water system improvements, CMWD Project Nos. 86-109, 91-301 and 91-109, Contract NO. 3394; and, WHEREAS, nine (9) sealed bids were received on June 3, 1993, for said project: and, WHEREAS, all bid documents received from all bidders have been reviewed in detail and the Board of Directors does hereby find that the lowest responsive, responsible bid received for the construction of said project was submitted by T.C. Construction, 10510 Prospect Avenue, Santee, California 92071, in the amount of $964,17X45; NOW, THEREFORE, BE IT RESOLVED, as follows: 1.
