lTEM EXPLANATION:
Staff has received a request to allow Mr. Beauchamp to make a presentation to the Commission
regarding sewer charges for his apartments in the City of Carlsbad.
The present policy regarding sewer charges for apartments within the City requires a charge for
each apartment unit. That charge is presently $13.70 per unit per month.
Mr. Beauchamp is requesting that the policy be revised to allow for the sewer charge to be
made only to the apartment units occupied. Vacant units would not be charged according to
Mr. Beauchamp’s request. This revision to policy would necessitate an increase in rates to other
customer classifications in order to keep revenues in line with expenditures. Revenues are
needed to fund operations, maintenance of the system, fixed asset replacements which are
generally fixed costs. Revenues are also needed to fulfill our contractual obligations with the
Encina Wastewater Authority for treatment and disposal of the wastewater and biosolids.
