RECOMMENDED ACTION:
Adopt Resolution No. As, for approval to appropriate an estimated cost amount of $80,000 of available sewer funds and for authorization of the Mayor and the City Clerk to execute a sole source contract between Insituform Southwest and the City of Carlsbad to clean existing mains and repair by installing Insituform liner in the sewer main in Roosevelt Street and Carlsbad Boulevard.
ITEM EXPLANATION:
In 1927, 977 linear feet of 10 @I VCP sewer main was constructed in Roosevelt Street between Oak and Grand Avenues crossing Carlsbad Village Drive which is currently in need of repair. Staff has determined that there are two basic alternatives.
Alternative 1: Clean existing mains and install insituform liner,
* requires one week intermittent construct, 0 liner installed inside existing sewer lines, . provides needed structural support, and . benefits of this:
1) short construction time,
2) little impact on neighborhood, and
3) lowest cost (60% less than Alternative 2.
Alternative 2: Replace existing 10" VCP with 10" PVC,
. requires 30-60 days construction time, and . drawbacks:
1) loose soil, q
2) shoring problems (sheet pile),
3) probable ground water,
4) major street construction (due to depth of line at 15'), and
5) disruption of business and traffic.
From a reference list, the staff conducted a survey of agencies that have negotiated contracts with the Insituform Southwest firm as a sole source. They are known to be very professional, to provide good service, good quality, and conform to contracted time frame.
In view of the cost factor and the recommendations of other user agencies, the staff would recommend the City Council approve funding and authorize execution of a sole source contract between Insituform Southwest and the City of Carlsbad for repair of sewer mains in Roosevelt Street and Carlsbad Boulevard area. The staff recommends proceeding with the approval of appropriation of funding and the execution of proposed sole source contract between Insituform Southwest and the City of Carlsbad.

ENVIRONMENTAL REVIEW:
The project is exempt from the environmental review process per Article 19 Categorical Exemptions, 15302 (Cl Replacement or Reconstruction with no expansion of capacity.
FISCAL IMPACT:
This project was not a budgeted item, but is an emergency repair of the sewer main that was found to be collapsing during the TV sewer inspection. Approximately $800,000 is available in the sewer replacement fund and funds will have to be appropriated for this project. The construction cost estimated for this $69,815.50

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, FOR APPROVAL OF FUNDING AND AUTHORIZATION TO EXECUTE A SOLE SOURCE CONTRACT BETWEEN INSITUFORM SOUTHWEST AND THE CITY OF CARLSBAD FOR THE REPAIR OF SEWER MAINS IN ROOSEVELT STREET AND CARLSBAD BOULEVARD, CONTRACT 3426, CMWD PROJECT NO. 93-
7 WHEREAS, the City Council of the City of Carlsbad,
8 California has determined it necessary, desirable, and in the
9 public interest for approval to appropriate an estimated cost
10 amount of $80,000 of available sewer funds and for authorizationto
11 execute a soul source contract between Insituform Southwest and the
12 City of Carlsbad to clean existing mains and repair by installing
13 Insituform liner in the sewer mains in Roosevelt Street between Oak
14 and Grand Avenues crossing Carlsbad Boulevard, Contract 3426, CMWD
15 Project No. 93-401.
16 WHEREAS, the staff had determined the most reasonable
1'7 cost conservative procedure for repair of sewer mains in the
18 Roosevelt Street and Carlsbad Boulevard area would be to clean the
19 existing mains and install an insituform liner, and since
20 Insituform Southwest is the sole source of insituform liner, the
21 staff recommends the City Council approve funding and authorize
22 execution of a sole source contract between Insituform Southwest
23 and the City of Carlsbad; and
24 WHEREAS, approximately $800,000 is available in the sewer
25 replacement fund, of which $80,000 will have to be appropriated for
26 this project. The construction cost estimated for this project is
27 $69,815.50

NOW, THEREFORE, BE IT RESOLVED by the City Council qf the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the sewer replacement fund has funds available
in the estimated amount of $800,000, of which $80,000 is hereby
approved to be appropriated for this project, and the Mayor and the
City Clerk are hereby authorized to execute a sole source contract
between Insituform Southwest and the City of Carlsbad to clean
existing mains and repair by installing Insituform liner in sewer
mains in Roosevelt Street and Carlsbad Boulevard hereafter.
PASSED, APPROVED AND ADOPTED at a special meeting of the
City of Council of the City of Carlsbad, California held on the
7th day of DECEMBER , 1993 by the following vote to wit:
