ITEM EXPLANATION: Effective January 1, 1990, the Water District was established as a subsii district of the city. In accordance with the provisions of the agreement be the District and the city, the Water Commission was created and the previous I assumed the positions of the Water Commissioners. Carlsbad Municipal Water District Ordinance No. 33 states that terms shall e at the first meeting in January or when a successor takes office. Since two expire January 12, 1994, this item is being forwarded to the Board for consideration. Appointees will serve four-year terms which will expire on the of the first regular Commission meeting in January, 1998. The January 1, 1990 agreement states that when subsequent appointments tc Commission are made, the five divisions will remain, with one appointment made each division when possible. Following is a listing of the Commissioners terms are expiring and the divisions they represent. 0 Mr. Kubota represents Division 4 (originally appointed in August, 1992 Mr. Maerkle represents Division 3. to fill unexpired term); and Copies of applications received in calendar years 1992 and 1993, from indivi in those divisions, are attached. (Insurance Services Office) evaluates cities for fire insurance rates. The fire depai rnent and water departments are considered as of equal importance j the T.S.0. Rzting Schedule. Consequently one of the first things I did as the city's fire chief was to review the standards of the ?our. water agencies then serving the city. I persuaded tkem to c( form as near as practical to the American Water !"iorks Standards ar or the I.S.C. Water Standards. These standards oover: water st01 hydrants, valves, pressure zones, water mains, grid systems, etc. There are also requirements for up-to-date records of maps and sei vices performed of the above.
