RECOMMENDED ACTION:
Adopt Resolution No. 8 5 3 for approval of boundary adjustment made by IAFCO in December 1993,
adjusting the boundary of Carlsbad Municipal Water District to coincide with the City of Carlsbad boundary,
CMWD Project No. 92-106.
ITEM EXPLANATION:
In January 1993, the Vista Irrigation District submitted a reorganbation which involved the dissolution of the
Bueno Colorado Municipal Water District and the annexation of certain properties to the Vista Irrigation District,
City of Oceanside, Vallecitos Water District, and Carlsbad Municipal Water District.
The area that effected Carlsbad Municipal Water Distikzt was the Carl&ad Raceway, University of California
property south of Maerkle Reservoir, and a small piece of property near El Fuerte owned by The Fieldstone
Company.
The District has been serving the Carlsbad Raceway through an agreement with Bueno Colorado Municipal
Water District; the property owned by the University of California is a wild life preserve, and they have no plans
on using water, and the third parcel will be developed by The Fieldstone Company.
ENVfRONMENTAL REVIEW:
Vista Irrigation District prepared a negative declaration for the Reorganization of the Bueno Colorado Municipal
Water District and was the lead agency.
I FISCAL IMPACT:
This boundary adjustment has been completed at no cost to the District and will have no immediate financial
impact on the District.

APPROVAL OF BOUNDARY ADJUSTMENT MADE BY LAFCO IN
DECEMBER 1993, ADJUSTING THE BOUNDARY OF CARLSBAD
MUNICIPAL WATER DISTRICT TO COINCIDE WlTH THE CllY OF
CARLSBAD BOUNDARY - CMWD PROJECT NO. 92-106
WHEREAS, the Local Agency Formation Commission of the County of San Diego made
a boundary adjustment in December 1993, adjusting the boundary of Carl&ad Municipal Water District
to coincide with the City of Carl&ad Boundary; and
WHEREAS, in January 1993, the Vista Irrigation District, lead agency, submiied a
reorganization which lnvdved the dissolution d the Bueno Colorado Municipal Water District and the
annexation of certain properties to the Vista Irrigation District, City of Oceans&, Vallecltos Water District,
and Carl&ad Municipal Water District; and
WHEREAS, the reasons for the annexation are: Reorganize District boundaries to coincide
with Cii of Carl&ad boundaries; and
WHEREAS, the regular county asswmea rolls are utilized by this District; and
WHEREAS, the affected territq will not be taxed for existing general bonded
indebtedness of this Diirict; and
WHEREAS, the Board af Directors agrees with lAFC0 findings pursuant to approval of
boundary adjustments; and
WHEREAS, the Viia Irrigation District as lead agency prepared a negative declaration for
the Reorgankatii d the Bueno Colorado Municipal Water Diirict, and this boundary adjustment has
beencomplstedatnocosttotheDistridandwillhavenofinancidimpadolltheDistrict;

NOW, THEREFORE, BE lT RESOLVED that the Board of Directors d the Carl&ad
Municipal Watef Diirict of carlsbad, California, hereby approves the orders by lAFC0 that the territory
as shown In Exhibit ‘1’ and as described by Parcel Nos. In Exhibit ‘2, attached hereto and made a part
hereof, annexed to the Carl&ad Municipal Water District and detached from the Bueno Colorado
Municipal Water Diirict.
