AND APPROPRIATE FUNDS FROM THE SEWER DEPT. CMWD FIXED ASSET REPLACEMENT FUND RECOMMENDED ACTION: CITY MGRS Adopt Resolution No. confirming staff actions and waiving bidding procedures as set forth in 2 5b Carl&ad’s Purchasing Ordinance Section 3.28.024 and to appropriate funds from the sewer fixed asset replacement fund to cover expenses. ITEM EXPLANATION: On Thursday evening, December 16, 1993, District staff was called out to investigate a sewer backup on Acacia Avenue near Garfield Street. Staff was unable to clean the sewer line and began checking manholes in the area to determine the extent of the backup. The manhole at the intersection of Garfield Street and Acacia Avenue was found to have a serious problem. When the manhole lid was removed, it was discovered a large void existed where the manhole was originally located. What remained of the manhole, in fact, was leaning precariously to one side. lt was also noted that a dangerous situation existed, because the pavement at this intersection was undermined and could cave-in at any time. Due to these circumstances and the fact that the manhole was 23 feet deep and the District does not have the equipment to handle this particular emergency, it was decided to call out Don Hubbard Contracting Co. They were called at approximately 4:06 A.M., Friday, December 17 and were sent out to dig up the manhole and further assess the situation. At the time the contractor was called out, it had not yet been determined what part of the manhole, if any, remained in good condition. This manhole is 23 feet deep, and the contractor worked into Friday evening before the excavation was large enough to determine, fully, the condition of the manhole. Subsequent to this excavation by the contractor, staff determined that the entire manhole was in need of replacement. During this effort of excavation and construction a new manhole, it was necessary to pump sewage out of the blocked sewer lines. As a result, Atlas Pumping Service was called to pump this sewage into trucks for disposal. This manhole reconstruction took approximately 75 hours before sewage could again flow through the newly constructed manhole. The staff hours and cost for outside services are as follow: District Staff Time, Overtime $9,000.00 Atlas Pumping Service $6,450.06 Don Hubbard Contracting Co. $22833.85 FISCAL IMPACT: Total Repair Cost = $38,283.85 Since this repair replaced an existing manhole with a new manhole due to age and corrosion, the cost for this project should be paid out of Fixed Asset Replacement Fund. That the above recitations are true and correct. 11 2 That the emergency action taken by staff to replace the existing manhole 12 damaged by age and corrosion and the waiving of bidding procedures as set forth in the City of 13 Carl&ad’s Purchasing Ordinance Section 3.28924 be confirmed and approved. 14 3. That the $38,399 shall be appropriated from Fiied Asset Replacement Fund which 15 has an available balance of over $899,909 Budget. 16 4.
