IECOMMENDED ACTION: Staff recommends the Commission Chairman consider making the appointments to the appropriate water organizations. lTEM EXPLANATION: Generally at the beginning of the term of the new Commission Chairperson appointments are made to the various water organizations that CMWD is a member. Association of California Water Agencies (ACWA) ACWA Water Management Committee ACWA Water Reclamation and Reuse Committee ACWA Domestic Water Committee WateReuse Water Authority Reclamation Advisory Committee (WARAC) California Special District Assodation (CSDA) President and Managers Council of Water Utilities These organizations and committees are explained in the attached. Appointment to the various water organizations will not create any fiscal impact. None Committee Amointments Committee Appointments will be made on an “as-needed” basis as recommended by the Chairperson. 1. ACWA - Association of California Water Agencies Reorganizing the need for organized development, conservation, distriiution and supply of water in California, the Irrigation Districts Association of California (IDA), the predecessor organization of the Association of California Water Agencies (ACWA), was formed by public agencies committed to these goals. Today, ACWA counts among its membership more than 300 irrigation, municipal, county, California water, reclamation, conservation services districts and other special act agencies. Affiliated as ACWA associate members are engineering, legal and financial firms, as well as specialized providers of equipment, materials and other services vital to the water supply business. ACWA’s membership is responsible for approximately 85 percent of all the water delivered in California--to municipal and industrial customers as well as agricultural users. ACWA’s members benefit not only through the united front and common purpose the Association represents but also from a number of programs it offers. A comprehensive legislative and government relations program is probably the Association’s single most important service. Tracking important legislation at each step of the way, the ACWA staff works closely with all levels of government to see that legislation beneficial to members is signed into law, at the same time striving to protect members from legislation that is ill-conceived and would prove detrimental to California’s water interests. ACWA’s optional member services include a number of benefit programs, among them group health, dental, vision and life insurance plans, long-term disability insurance, deferred compensation and a group workers’ compensation insurance pool. ACWA’s staff also includes a full-time attorney to confer with member agencies on legal questions. In addition to the foregoing, the Association adminsters a comprehensive, three-faceted information program linking its members with the various federal and state agencies and authorities on the one hand and with the general public on the other. It provides up-to- the-minute information on legislation, regulations and important committee and commission meetings; promotes and interchange of ideas and information among members; and works to foster positive attitudes and to keep the public informed on water issues. Key to the communications effort are the biennial conferences, featuring top speakers and information-sharing forums and panel discussions, and ACWA News, a regular publication which features legislative and water policy articles. The Association also produces annual reports, directories, information booklets and audio-visual materials to disseminate information to its members and the public. 2. There is no appointed representation needed for ACWA. Each agency names a Board member and an alternate. The alternate can be another Board member, a Commission member or staff. Presently Ann Kulchin is the Board representative and Bob Greaney is the alternate. Staff recommends that the General Manager remains as alternate, since CMWD is no longer a member of JPIA. ACWA Water Management Committee Investigate the potential for water management and conservation programs in the urban and agricultural regions of the state; explores and develops recommendations concerning water management and conservation activities for the Association and its member agencies. Present appointment - Leo Louis. Staff recommends new appointment with letter to ACWA. 3. ACWA Water Reclamation and Reuse Committee Advance or accomplish the reuse of water to substantially increase or supplement availability of water in California. Explores legal, financial and health aspects of the treatment of wastewater and the reclamation and reuse of such water for all purposes in California. This is to be accomplished through cooperation of other committees within ACWA, such as the Energy and Legislative committees, Board of Directors and the Energy and Legislative committees, Board of Directors and close cooperation with agencies such as WATEREUSE and WA. Present appointment - Fred Maerkle. Staff recommends new appointment with letter to ACWA. 4. ACWA Domestic Water Committee Recommends policy and reviews proposals relative to the provision of water for domestic purposes, such as problems relating to source and distriiution of supply, air and water quality regulations and standards at the federal and state level, and other matters relating to supplying water for domestic purposes. Present appointment - Mary Melideo. No staff recommendation. 5. WateReuse September 1990 the California Association of Reclamation Entities of Water merged with the Association of Water Reclamation Agencies to form the WateReuse Association of California. This association’s goal is to develop an organization that promotes water reuse, building on the strengths of both former organizations. CMWD is a member of this organhation and currently the General Manager attends the general meetings and is on the Legislative Committee, which assists creation of legislation that deals with water reclamation. Present appointment - General Manager and Fred Maerkle. 6. Water Authority Reclamation Advisory Committee (WAFWC) - Advisory Committee to the San Diego County Water Authority Board of Directors. Advises authority on water reclamation matters and is comprised of water and wastewater entities, state regulatory agencies and potential reclaimed water users. CMWD is a member and past appointment was Jack Kubota. The General Manager also attends the meetings, generally set bi-monthly on the fourth Monday. No Staff recommendations. 7. California Special Districts Assocktion (CSDA) CMWD belongs to the San Diego Chapter of this organization. The organhation generally updates special happenings that may affect Special Districts. Quarterly dinner meetings are held to update Districts and hear a featured speaker talk on certain issues. Presently John Henley and Mary Melideo are the appointed representatives. No staff recommendations. 8. President and Managers Council of Water Utilities - San Diego County Organizations of representatives (Board Presidents and General Managers) that meet for breakfast once a month to hear a speaker talk of water related issues. Affords an opportunity for Board Presidents (Commission Chairpersons) and General Managers of the various water entities in San Diego County to visit with one another. No appointments and no staff recommendations.
