Staff is requesting that the Commission recommend the Board of Directors approve the plans
and specifications and authorization to advertise for bids for recoating the La Costa Lo and
Skyline steel tank reservoirs, CMWD 94-102, Contract 3425.
ITEM EXPLANATION:
Mr. Plummer, District Engineer, will be reviewing the attached agenda bill item concerning
rehab of the interior of two steel water storage tanks.

Adopt Resolution No. - approving plans and specifications and authorization to advertise for an invitation
to bid for recoating the La Costa Lo and Skyline Steel Tank Reservoirs, CMWD Project No. 94-102, Contract
No. 3425.
ITEM EXPLANATION:
In the 1994195 Budget, the Board of Directors appropriated funds for rehabilitation of existing steel water tanks.
Staff recommends proceeding with the proposed construction to recoat the La Costa Lo and Skyline Steel
Tank Reservoirs.
Construction is anticipated to require approximately ninety (90) calendar days from the date of the issuance
of the Notice to Proceed. This project includes removing the existing coating and installing a new coating to
the interior of the two tanks. Plans and
Specifications for the recoating project were prepared by the District engineering staff and are available for
review. In accordance with Section 3.28.120 of the Municipal Code, an Invitation to Bid will be published, and
the contract will be awarded to the lowest responsive, responsible bidder subject to Board of Directors'
approval.
Their locations are shown on the attached location maps.
This project has been coordinated with City engineering staff, and it has been determined that there are no
conflicts with any other City projects that may be contemplated for this area.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process, as per Article 19 Categorical
Exemptions, Section 15,300. and 15,301 ., (Existing Facilities). The California Coastal Commission does not
require a permit for this project.
FISCAL IMPACT:
Funds in the amount of $200,000 have been appropriated in the budget as part of the reservoir rehabilitation
program. The construction cost estimated for this project is $200,000. Therefore, there are sufficient funds
available for this project.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD
MUNICIPAL WATER DISTRICT, CARLSBAD, CALIFORNIA, FOR
APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
PUBLISH AN ADVERTISEMENT FOR BIDS FOR RECOATING THE LA
COSTA LO AND SKYLINE STEEL TANK RESERVOIRS, CMWD PROJECT NO. 94-102, CONTRACT NO. 3425
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District of Carlsbad,
California, has determined it necessary and in the public interest to approve recoating the La Costa Lo and
Skyline Reservoirs and to authorize publishing an advertisement for bids: and
WHEREAS, funds appropriated in the 1994195 Budget for Reservoir Rehabilitation Project
in the amount of $200,000 are available: and
WHEREAS, plans and specifications for recoating the interior of the La Costa Lo and
Skyline Reservoirs have been prepared by the Carlsbad Municipal Water District engineering staff with a
cost estimate of $200,000 and are on file in the Engineering Department of the Carlsbad Municipal Water
District: and
WHEREAS, authorization by the Board of Directors to publish an Invitation to Bid in
accordance with Section 3.28.1 20 of the Municipal Code, and award the contract to the lowest responsive,
responsible bidder subject to the Board of Director’ approval; and
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad Municipal
Water District of Carlsbad, California, as follows:

That the above recitations are true and correct.
That the plans and specifications and cost estimate of $200,000 submitted by the
Carlsbad Municipal Water District engineering staff which are on file with the Carlsbad Municipal Water
District Engineering Department are incorporated herein by reference and are accepted.
