z ITEM EXPLANATION
The San Diego County Water Authority ("Authority") was formed in 1944 with the purpose of importing Colorado River water to supplement local supplies. There were 11 original incorporators. The Authority has evolved into an organization of 24 member agencies delivering over 140 billion gallons of water annually to over 2,572,002 million consumers in San Diego County. The
Authority is governed by a 34 member board of directors. The
members represent the 24 member agencies and the County of San Diego in an ex-officio capacity. Each member agency is
represented by at least one individual. A member agency is
entitled to one additional representative for each full five percent of total assessed valuation contained within its boundaries. Only the City of San Diego and Helix Water District
have more than one individual on the board.
The Board of Directors' meetings are held on the second Thursday
of each month. Combined with meeting preparation, committee and board meetings and other events, the representative can anticipate spending three to five days a month on Authority activities.
The Authority is organized under the "County Water Authority Act"
("Act") originally adopted in 1943. (Chapter 45 of the Water Code - Appendix). Under the Act, if a representative is to be
replaced prior to the expiration of the term of the previous appointee, a majority of the Board of Directors must recall the
current appointee and designate another representative. The
existing term will expire on June 17, 1996. Furthermore, under
the Act, no member of the Board of Directors may appoint himself or herself or vote for his or her own appointment.
A new representative to the Authority would be seated at its meeting of January 12, 1995.
FISCAL IMPACT
The Authority pays for all reimbursement and compensation directly for all of its members. Therefore, there is no fiscal
impact on the District.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT RECALLING ITS MEMBER TO THE SAN DIEGO COUNTY WATER AUTHORITY.
WHEREAS, it is the policy of the Board of Directors of the
Carlsbad Municipal Water District that it be represented by a
member of the Board at the San Diego County Water Authority; and
WHEREAS, the Board of Directors desires to recall its
current member; and
WHEREAS, the existing term of the representative to the San
Diego County Water Authority will expire on June 17, 1996; and
WHEREAS, in order to appoint a new representative to the San
Diego County Water Authority, the Carlsbad Municipal Water District
Board of Directors must recall the current representative,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of
the Carlsbad Municipal Water District as follows:
1. That the above recitations are true and correct.
2. That existing Director Ann Kulchin is hereby recalled.
3. That the secretary is hereby directed and authorized to
deliver a certified copy of this resolution forthwith to the

RESOLUTION NO. 890
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT APPOINTING A NEW MEMBER TO THE SAN DIEGO COUNTY WATER AUTHORITY.
WHEREAS, the existing Director of the Carlsbad Municipal
Water District has been recalled as a representative to the San
Diego County Water Authority; and
WHEREAS, there is now a vacancy which the Board of Directors
desires to fill; and
WHEREAS, a majority of the Board of Directors can appoint a
new representative to serve the unexpired term until June 17, 1996
or until a successor is appointed and qualified; and
WHEREAS, no member of the Board of Directors may appoint or
vote for his or her own appointment,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of
the Carlsbad Municipal Water District as follows:
1. That the above recitations are true and correct.
2. That Director Claude Lewis is appointed to represent
the Carlsbad Municipal Water District on the Board of Directors of
the San Diego County Water Authority for the term due to expire on
June 17, 1996 or until a successor is appointed and qualified.
