RECOMMENDED ACTION:
Staff is requesting that the Board recommend approving plans and specifications and
authorization to advertise for an invitation to bid for Water Transmission Main
Replacement in El Camino Real from Tamarack to Chestnut Avenue.
ITEM EXPLANATION:
Staff will make a presentation regarding the water transmission main replacement
from the existing main in El Camino Real from Tamarack Avenue to Chestnut Avenue.

RECOMMENDED ACTION:
Adopt Resolution No. - approving plans and specitications and authorization €0 advertise for M Invitation
to bid for Water Transmission Main Replacement El Camino Real from Tamarack Avenue to Chestnut Avenue,
CMWD 90-101, Contract No. 3378.
ITEM MPIANATIO~
In the 1894/05 Budget, the Board of Directors appropriated funds for replacement of the existing water transmission main in El Camino Real from Tamarack Avenue to Chestnut Avenue. Staff recommends
proceeding with the proposed construction.
Construction b anticipated to require approximately one hundred twenty (120) calendar days tom the date
of the issuance of the Notice to Proceed. This project includes instalfing a new 24-inch diameter water pipeline and a new pressure reducing station. These facilities are shown on the attached location map. Plans and
Specifications for the project were prepared by the District engineering staff and are available for review. In
accordance with Section 3.28.120 of the Municipal Code, an invitation to Bid will be published, and the
contract will be awarded to the lowest responsive, responsible bidder subject to Board of Diredors' approval.
This project has been coordinated with the Ci engineering staff, and it has been determined that there are
no conflicts with any other Ci projects that may be contemplated for thk area
ENVIRONMENTAL REVIRH:
This project was reviewed by the Ci Planning Department and a negative declaration was issued. The
California Coastal Commission does not require a permit for this project.
FISCAL IMPACT:
Funds in the amount of $768,411 have been appropriated in the budget As shown below, the estimated cost Is $942,448. Therefore, an additional appropriation in the amount of $175,000 is necessary. As this project
serves the needs of both the current and future residents and businesses, it is recommended that $105,OOO
be appropriated from the hkjor Facilities Charges fund and $70,000 lrom the Water Capital Replacement fund.
There are sUmcient available balances in these funds for the additional appropriations.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CITY OF
CAALSBAD MUNICIPAL WATER DISTRICT, CARLSBAD, CALIFORNIA,
FOR APPROVAL OF PLANS AN0 SPECIFICATIONS AND
AUTHORIZATION TO PUBUSH AN ADVERTISEMENT FOR BIDS FOR
WATER TRANSMISSION MAIN REPLACEMENT EL CAMINO REAL FROM
TAMARACK AVENUE TO CHESTNUT AVENUE, CMWD 90-101,
CONTRACT NO. 3378
WHEREAS, the Bard of Directors of the Carbbad Municipal Water District of Carlsbad,
California, has determined it necessary and in the public interest to approve the water bansmission main
replacement El Camino Real from Tamarack Avenue to Chestnut Avenue and to authorize publishing M
advertisement for bids; and
WHEREAS, plans and specifications for the water main replacement 0 Camino Real from
Tamarack Avenue to Chestnut Avenue have been prepared by the Carlsbad Municipal Water District
engineering staff with a cost estimate of $942,448 and are on file in the Engineering Department of the
Carlsbad Municipal Water District; and
WHEREAS, funds appropriated in the 1994195 Budget for replacement of the existing water
transmission in El Camino Real from Tamarack Avenue to Chestnut Avenue are avaiile in the amount
of $768,411, and staff recommends appropriating additional funds in the amount of $1 75,000 lrom the
Capital Replacement Fund and Major Facilities Charges Fund balances; and
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carkbad Municipal
Water District of Carlsbad, California, as follows:

That the above recitations are true and correct.
That the plans and speclcations and cost estimate d$942,448 submitted by the
Carlsbad Municipal Water District engineering staff which are on file with the carlsbad Municipal Water
District Engineering Oepartment are incorporated herein by reference and are accepted.
3. That funds in the amount of $768,411 in the 1994195 Budget for replacement of
the existing water transmission main El Camino Real from Tamarack Avenue to Chestnut Avenue are
available and additional funds in the amount of $175,000 are hereby approved to be appropriated to
project no. 3378 from the fdlowing fund balances: $70,000 from the Capital Replacement Fund balance
and $105,000 from the Major Facilities Charges Fund balance.
