DEPT. CMWD AND PRICE CLUB ENTRANCE, PASEO DEL NORTE AND CAMINO
DE LOS ONDAS. CMWD PROJECT NO. 94302, CONTRACT NO. 3348
RECOMMENDED ACTION:
Adopt Resolution No. 9 0 b approving plans and specifications and authorization to advertise for an
invitation to bid for construction of Reclaimed Water Pipeline at Palomar Airport Road and Price Club Entrance,
Paseo Del Norte and Camino de Los Ondas, CMWD Project No. 94302, Contract No. 3348.
ITEM EXPLANATION:
This project includes a pipeline to supply reclaimed water for irrigation of the proposed Poinsettia Community
Park and surrounding developments. Staff recommends proceeding with the proposed construction to install
approximately 4000-feet of 12-inch diameter reclaimed water pipeline from Palomar Airport Road near “Price
Club” southerly to the intersection of Hidden Valley Road and Camino de Las Ondas. Construction is
anticipated to require approximately (120) calendar days from the date of issuance of the Notice to Proceed.
This project includes a 12-inch diameter pipeline beginning at the Price Club entry road at Palomar Airport
Road proceeding south a distance of 470-feet, a 12-inch diameter pipeline in Paseo del Norte from Caminito
_ Madrigal to Camino de Las Ondas, and a 12-inch diameter pipeline in Camino de Las Ondas from Paseo del
Norte to Hidden Valley Road as shown on the attached location map. Plans and Specifications for the pipeline
project were prepared by the District engineering staff and are available for review. Easements have been
obtained from Price Costco and Encinitas Ranch Company. In accordance with Section 3.28.120 of the
Municipal Code, an Invitation to Rid will be published, and the contract will be awarded to the lowest
responsive, responsible bidder subject to Board of Director’s approval.
This project has been coordinated with City engineering staff, and it has been determined that there are no
conflicts with any other City projects that may be contemplated for this area.
Construction of that portion of the pipeline within the Price Club Property and Palomar Airport Road will be
performed at night between the hours of Q:OO p.m. and 7:00 a.m. This will reduce the potential for traffic
conflicts and avoid impacting traffic on the Price Club property.
ENVIRONMENTAL REVIEW:
This project received a negative declaration from the environmental review process. The California Coastal
Commission has issued a Permit authorizing the District to proceed with construction of this project, Permit
Number 8-95-39.
FISCAL IMPACT:
The project cost estimate is $380,000 a8 shown below.

Total Estimated Project Cost ................ $380,000.00
Funding will be obtained through a loan from the Water Replacement Fund and will be repaid with revenues
generated by reclaimed water sales. The Water District is currently in the process of reviewing all water rates,
including reclaimed rates, to determine the appropriate amounts and types to fund the necessary water
projects. There are sufficient monies in the Water Replacement Fund to make the loan without delaying any
other anticipated projects.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CITY OF
CARLSBAD MUNICIPAL WATER DISTRICT, CARLSBAD, CALIFORNIA,
FOR APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO PUBLISH AN ADVERTISEMENT FOR BIDS FOR
CONSTRUCTION OF RECLAIMED WATER PIPELINE AT PALOMAR
AIRPORT ROAD AND PRICE CLUB ENTRANCE, PASEO DEL NORTE
AND CAMINO DE LOS ONDAS, CMWD PROJECT NO. 94302,
CONTRACT NO. 3348
WHEREAS, the Board of Director8 of the Carlsbad Municipal Water District of Carlsbad, California
has determined it necessary and in the public interest to approve the plans and specifications for
Construction of Reclaimed Water Pipeline at Palomar Airport Road and Price Club Entrance, Paseo Del
Norte and Camino de Los Ondas and to authorize publishing an advertisement for bids; and
WHEREAS, funds are available from the Water Replacement Fund; and
WHEREAS, plans and specifications for Construction of Reclaimed Water Pipeline at Palomar
Airport Road and Price Club Entrance, Paseo Del Norte and Camino de Los Ondas have been prepared
by the Carlsbad Municipal Water District engineering staff with a cost estimate of $380,000 and are on file
in the Engineering Department of the Carlsbad Municipal Water District; and
WHEREAS, authorization is hereby granted by the Board of Directors to publish and Invitation to
Bid in accordance with Section 3.28.120 of the Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Board of k3ctOr8 of the Carlsbad Municipal Water
District of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the plans and specifications with a cost estimate of $380,000 submitted by the
Carlsbad Municipal Water District engineering staff which are on file with the Carlsbad Municipal Water
District Engineering Department are incorporated herein by reference and are accepted.
3. That a loan in the amount of $380,000 is authorized from the Water Replacement fund to
the Reclaimed Water Capital fund and the same amount is hereby appropriated for the CMWD Project No.
94-302, Contract No. 3348.

3. That the Secretary be authorized to publish an invitation to bid in accordance with Section
3.28.120 of the Municipal Code.
