ITEM EXPLANATION:
On June 20, 1995, the Board of Directors authorized the advertisement of bids for the construction of a
reclaimed water pipeline at Palomar Airport Road and Price Club Entrance, Paseo Del Norte and Camino De
Las Ondas project. Eleven (11) sealed bids were received on August 7, 1995, as follows:

4. Valverde Construction Inc., Whittier, CA
5. Basile Construction, San Diego, CA
6. Don Hubbard Contracting Co., Encinitas, CA
7. Jan Earnest Enterprises, Inc., Anaheim, CA
8. Kay Construction Co., Quail Valley, CA
9. Valley Engineering, El Cajon, CA
10. Over-Rand Corporation, Lakeside, CA
11. Drainage Construction Co., Inc., Vista, CA

The Engineer’s estimate for construction was 3345,000. This project will involve construction of a 12-inch
diameter transmission main beginning at Palomar Airport Road at the Price Club entry road and extending
southerly in Paseo Del Norte and easterly in Camino De Las Ondas. Construction is anticipated to require
approximately one hundred and twenty (120) calendar days to completion. Work in Palomar Airport Road
and on the Price Club property will be restricted to nighttime construction to reduce traffic impacts. A written
notice will also be issued to surrounding home owners and apartments of the night work schedule.
Plans and specifications for Construction of Reclaimed Water Pipeline at Palomar Airport Road and Price Club
Entrance, Paseo Del Norte and Camino De Las Ondas were prepared by the District engineering staff. In
accordance with Section 3.28.120 of the Municipal Code, an Invitation to Bid was published. Eleven (11)
responses were received, opened, witnessed and recorded on August 7, 1995. The Project Manager and
Purchasing staff have reviewed the complete bid documents from all parties in detail and concluded that the
lowest responsive, responsible bidder is Western Pacific Construction, 13507 Midland Drive, Poway, California
92064, for a contract amount of $271,381. A check of the low bidder’s references indicate satisfactory work
and construction progress.
ENVIRONMENTAL REVIEW:
This project was reviewed by the City Planning Department and a negative declaration was issued. The
California Coastal Commission has issued a permit to proceed with construction of this project, Permit No. 6-
9539.

FISCAL IMPACT:
Funding will be obtained through a loan from the Water Replacement Fund and will be paid with revenues
generated by reclaimed water sales.

A RESOLUTION OF THE CARLSBAD MUNICIPAL WATER DISTRICT OF
CARLSBAD, CALIFORNIA, ACCEPTING A BID AND AWARDING A
CONTRACT FOR CONSTRUCTION OF RECLAIMED WATER PIPELINE AT
PALOMAR AIRPORT ROAD AND PRICE CLUB ENTRANCE, PASEO DEL
NORTE AND CAMINO DE LA ONDAS, CMWD PROJECT NO. 94-302,
CONTRACT NO. 3348A
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District has previously
authorized the advertisement for bids for Construction of Reclaimed Water Pipeline at Palomar Airport Road
and Price Club Entrance, Paseo Del Norte and Camino De Las Ondas, CMWD Project No. 94-302, Contract
No. 3348A; and,
WHEREAS, eleven (11) sealed bids were received on August 7,1995, for said project; and
WHEREAS, all bid documents received from all bidders have been reviewed in detail and
the Board of Directors does hereby find that the lowest responsive, responsible bid received for the
construction of said project was submitted by Western Pacific Construction, Midland Drive, Poway,
California 92064, in the amount of $271,381 .OO
NOW THEREFORE, BE IT RESOLVED, as follows:
1. That the above recitations are true and correct.
2. That the bid amount in the amount of $271,381 .OO submitted by Western Pacific
Construction, 13507 Midland Drive, Poway, California 92064, is hereby accepted, and the President is
hereby authorized to execute a contract thereafter. The award of contract is contingent upon the
Contractor submitting the required bonds ,and insurance policies, as described in the contract, within
twenty days of this award. Reasonable extensions of time may be granted by the Executive Manager.
