IECOMMENDED ACTION:
9f& Adopt Resolution No. approving plans and specifications and authorization to advertise for an invitation
to bid for recoating the “c” and Ellery Steel Tank Reservoirs. CMWD 95-107, Contract No. 3488.
ITEM EXPLANATION:
In the 1995/98 Budget, the Board of Directors appropriated funds for rehabilitation of the “C” and Ellery Steel
Tank Reservoirs. Staff recommends proceeding with the proposed construction to recoat the “C” and Ellery
Steel Tank Reservoirs.
Construction is anticipated to require approximately one hundred fifty (150) calendar days from the date of
issuance of the Notice to Proceed. This project includes removing the existing coating and installing a new
coating to the interior of the two tanks. Their locations are shown on the attached location maps. Plans and
Specifications for the recoating project were prepared by the District engineering staff and are available for
review. In accordance with Section 3.28.120 of the Municipal Code, an Invitation to Bid will be published, and
the contract will be awarded to the lowest responsive, responsible bidder subject to Board of Director’s
approval.
This project has been coordinated with City engineering staff, and it has been determined that there are no
conflicts with any other City projects that may be contemplated for this area.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process, as per Article 19 Categorical
Exemptions, Section 15,300. and 15,301.) (Existing Facilities). The California Coastal Commission does not
require a permit for this project.
FISCAL IMPACT:
Funds in the amount of $200,000 have been appropriated in the budget as part of the reservoir rehabilitation
program. The construction cost estimated for this project is $200,000. Therefore, there are sufficient funds
available for this project.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD
MUNICIPAL WATER DISTRICT, CARLSBAD, CALIFORNIA, FOR
APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
PUBLISH AN ADVERTISEMENT FOR BIDS FOR RECOATING THE “C
AND ELLERY STEEL TANK RESERVOIRS, CMWD PROJECT NO. 95-107,
CONTRACT NO. 3488
6 WHEREAS, the Board of Directors of the Carlsbad Municipal Water District of Carlsbad,
7 California, has determined it necessary and in the public interest to approve recoating the “c” and Ellery
8 Reservoirs and to authorize publishing an advertisement for bids; and
9 WHEREAS, funds appropriated in the 1995/98 Budget for rehabilitation of the “c” and Ellery
10 Steel Tank Reservoirs in the amount of $200,000 are available; and
11 WHEREAS, plans and specifications for recoating the interior of the “c’ and Ellery
12 Reservoirs have been prepared by the Carlsbad Municipal Water District engineering staff with a cost
13 estimate of $200,000 and are on file in the Engineering Department of the Carlsbad Municipal Water
14 District; and
15 WHEREAS, authorization is hereby granted by the Board of Directors to publish an
16 Invitation to Bid in accordance with Section 3.28.120 of the Municipal Code.
17 NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad Municipal
18 Water District of Carlsbad, California, as follows:
19 1. That the above recitations are true and correct.
20 2. That the plans and specifications and cost estimate of $200,000 submitted by the
21 Carlsbad Municipal Water District engineering staff which are on file with the Carlsbad Municipal Water
22 District Engineering Department are incorporated herein by reference and are accepted.

3. That the Secretary be authorized to publish an invitation to bid in accordance with
Section -3.28.120 of the Municipal Code.
