Ordinance No. 3-j dissolving the Water Commission effective January 1998.
ITEM EXPLANATION:
The Carlsbad Municipal Water District was established as a subsidiary district of the City in 1990.
The District is a separate legal entity, separate and apart from the City of Carl&ad. According
to the agreement between the City of Carlsbad and CRMWD, and LAFCO’s order approving the
establishment of this subsidiary district, the City established a five member Water Commission.
This ordinance would dissolve the Water Commission effective January 1, 1998.
FISCAL IMPACT:
Dissolving the Water Commission will eliminate compensation to Water Commission members
currently established at $100 per meeting not to exceed $200 per month. There will be a
decrease in staff time necessary to staff the Water Commission but a possible increase in the
expenditure of staff time to make recommendations now made by the Water Commission.

AN ORDINANCE OF THE CARLSBAD MUNICIPAL WATER DISTRICT OF THE CITY OF CARLSBAD,
CALIFORNIA, TO DISSOLVE THE WATER COMfiISSION EFFECTIVE JANUARY 1, 1998
WHEREAS, the Board of Directors of the Carlsk
Municipal Water histrict adopted Ordinance No. WB-1 on Janua
2, 1990 establishing the Water Commission; and
WHEREAS, it is not anticipated that the Wat
Commission will be necessary after January 1, 1998,
NOW, THEREFORE, be it ordained by the Board
Directors of the Carlsbad’$Municipal Water District as follow
SECTION I: Ordinance No. WB-1 adopted January 2, 19
is hereby amended to establish,a sunset date of January 1, 199
The Water Commission shall autoqatically be dissolved and of
further force and effect on January 1, 1998 unless, sooner th
that time, the Board of Directors adopts an ordinance extendi
or eliminating that date.
SECTION 11: Until the Water Commission is dissolve
all other terms and conditions of Ordinance No. WB-1 sha
remain in full force and effect.
EFFECTIVE DATE: This ordinance shall be effective t
days after its adoption, and the secretary shall certify
adoption of this ordinance and cause it to be published at
once in a newspaper of general circulation in the City of Car
within fifteen days after its adoption.
