CMWD MAERKLE RESERVOIR COVER AND LINER CARLSBAD MUNICIPAL WATER DISTRICT - AGENDA BILL DEPT. HD. CITYATTY. ’ I CMWD NO. 90409, CONTRACT NO. 3388 RECOMMENDED ACTION: Adopt Resolution No. 94 1 for approval of plans and specifications and authorization to advertise notice inviting bids for Maerkle Reservoir Cover and Liner, CMWD Project No. 90- 109, Contract No. 3388. ITEM EXPLANATION: The Maerkle Reservoir is the major treated water storage facility in the City of Carlsbad with a capacity of 200 million gallons. The reservoir includes an earthen dam and an unlined open storage reservoir. This reservoir serves as operational water supply and is also used in meeting the City’s requirement to provide ten days of emergency drinking water storage. Since the reservoir holds potable water, State Department of Health Services standards requires that the reservoir be covered and lined to prevent possible contamination of the water. This standard conforms to the Environmental Protection Agency’s Surface Water Treatment Rule. The District has prepared plans and specifications to construct a floating cover and an asphalt liner to the existing Maerkle Reservoir which are available for review. In accordance with Section 3.28.120 of the Municipal Code, an Invitation to Bid will be published, and the contract will be awarded to the lowest responsive, responsible bidder subject to the Board of Director’s approval. The District has received permits from the State Department of Health Services and the Division of Safety of Dams for construction of the proposed improvements. The Engineer’s Estimate for the construction of the project is $7.8 million, and the construction schedule is 24 months. During construction, the reservoir will not be in service. Therefore, the District will be unable to meet the ten (10) days of emergency water storage until completion of the project. In addition, if the SDCWA aqueducts are closed for repair or maintenance, the District will require emergency distribution of the available water supplies in storage from its remaining reservoirs. FINANCIAL IMPACT: The engineer’s estimate for this project is $7.8 million. To date, funds totaling $4,874,000 ($4,524,000, Replacement Fund; $350,000, MFC Fund) have been appropriated. The remaining funds, $2,926,000, will be appropriated in the 1996-97 Capital Improvement Plan Budget. / Page 2 of Agenda Bill No. 36’ ENVIRONMENTAL IMPACT: The City Planning Department issued a Mitigated Negative Declaration for this project on June 8, 1995. The mitigation included designation of 2 acres to permanent conservation easement adjacent to the reservoir for impacts to coastal sage scrub. EXHIBITS: 1. 2. Location Map. CONTRACT NO. 3388 I WHEREAS, the Board of Directors of the Carlsbad Municipal Water District of Carlsbad, California, has determined it necessary and in the public interest to meet the State Department of Health Services Standards requirement that the Maerkle Reservoir be covered and lined to prevent possible contamination of the water; and WHEREAS, plans and specifications for the cover and liner of the Maerkle Reservoir have been prepared by the engineering staff with a cost estimate of $7,800,000 and are on file in the Engineering Department of Carlsbad Municipal Water District; and WHEREAS, two sources of funds are available as follows: 1) Major Facility Charge Funds (MFC) in the amount of $3278,000 and 2) Replacement Funds in the amount of $4824,000 for a total amount of $7,800,000, and approval and authorization is granted to appropriate funds in the specified amounts; and WHEREAS, authorization is hereby granted by the Board of Directors to publish an invitation to Bid in accordance with Section 3.28.120 of the Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad Municipal Water District of Cartsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the plans and specifications and cost estimate of $7,800,000 submitted by the Carlsbad Municipal Water District engineering staff which are on file with the Carlsbad Municipal Water District Engineering Department are incorporated herein by reference are accepted. That the Secretary be authorized to publish an invitation to bid in accordance with Section 3.28.120 of the Municipal Code.
