TITLE:
AWARD OF CONTRACT FOR RECOATING
“C” AND ELLERY STEEL TANK RESERVOIRS
CMWD PROJECT NO. 95-107, CONTRACT NO. 3488A
RECOMMENDED ACTION:
Adopt Resolution No. 9&- accepting a bid and awarding a contract for recoating “C” and Ellery Steel
Tank Reservoirs, CMWD Project No. 95107, Contract No. 3488A.
ITEM EXPLANATION:
On March 26, 1996, the Board of Directors authorized Agenda Bill No. 312, adopting Resolution No. 929,
the readvertisement with additional funding the recoating of “C” and Ellery Steel Tank Reservoirs project.
Four (4) sealed bids were received and opened May 16, 1996 as follows:
1. Techno Coatings, Inc. $315268.00
2. Professional Restoration $316,245.11
3. Merzi Painting $323,000.00
4. Robinson-Prezioso, Inc. $329,000.00
This project will involve recoating the interior of the “C” and Ellety Steel Tank reservoirs. Construction is
anticipated to require approximately one hundred and fifty (150) calendar days to completion. The
Engineer’s estimate for construction was $340,000.
Plans and specifications for recoating the interior of the “c” and Ellery Steel Tank Reservoirs were
prepared by the District engineering staff. In accordance with Section 3.28.120 of the Municipal Code,
an Invitation to Bid was published. Four (4) responses were received, opened, witnessed and recorded
on May 16, 1996. The Project Manager and Purchasing staff have reviewed the complete bid documents
from all parties in detail and concluded that the lowest responsive, responsible bidder is Techno Coatings,
Inc., for a contract amount of $315268.00. A check of the low bidder’s references indicate they are
qualified to perform the work.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process, in accordance with Article 19
Categorical Exemptions, Section 15,300. and 15,301., (Existing Facilities). The California Coastal
Commission does not require a permit for this project.

FISCAL IMPACT:
The estimated District funded project costs are as follows:
Construction: $315,268.00
Inspection/Lab/Administration 24.732.00
Total Estimated Project Costs $340,000.00
Total Appropriation: $340,000.00
Funds totaling $340,000 have been appropriated in the Water Capital Replacement Fund.

RESOLUTION NO. 945
A RESOLUTION OF THE CARLSBAD MUNICIPAL WATER
DISTRICT OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS
AND AWARDING CONTRACT FOR RECOATING “C” AND
ELLERY STEEL TANK RESERVOIRS, PROJECT NO. 95107,
CONTRACT NO.3488A
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District has
previously authorized the advertisement for bids for recoating the “C” and Ellery Steel
Tank Reservoirs, CMWD Project No. 95107, Contract No. 3488A; and,
WHEREAS, four (4) sealed bids were received on May 16, 1996, for said project;
and
WHEREAS, all bid documents received from all bidders have been reviewed in
detail and the Board of Directors does hereby find the lowest responsive, responsible bid
received for the construction of said project was submitted by Techno Coatings, Inc. In the
amount of $315268.00.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the
Carlsbad Municipal Water District of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the bid amount in the amount $315268.00, submitted by Techno
Coatings, Inc. is hereby, accepted, and the President is hereby authorized to execute a
contract thereafter. The award of contract is contingent upon the Contractor submitting
the required bonds and insurance policies, as described in the contract, within twenty days
of this award. Reasonable extensions of time may be granted by the Executive Manager.

PASSED, APPROVED AND ADOPTED at a special meeting of the Carlsbad
Municipal Water District held on the day of 18th June , 1996, by the following
vote to wit:
