RECOMMENDED ACTION:
Staff recommends ttie Board of Directors adopt Resolution No. 7Y9 accepting the bids
and awarding annual contracts for water meters for the period from July 1 ,I 998 to June 30,
1997, with the option to renew for three (3) additional one (1) year periods to Schlumberger
Industries Inc. and Sensus Technologies Inc.
ITEM EXPLANATION
The Carlsbad Municipal Water District purchases various sizes of water meters for domestic,
industrial and agricultural use. In order to take advantage of purchasing in volume, a bid
proposal for annual usage of water meters was developed. In accordance with Section
3.28.120 of the Municipal Code, Notice to Bidders was published and Request for Bids were
sent to seven vendors. On June 13, 1998, five responses were received, opened, witnessed
and recorded. Following the evaluation of the bids by the staff of the Purchasing Department
and Water District, it is recommended the District enter into an annual contract with two
vendors.
The lowest responsive bid for items #I, 2, 3, 4 and 5 was submitted by Schlumberger Industries, Inc., 25283 Cabot Road #221, Laguna Hills, CA 92653.
The lowest responsive bid for items #I8 and 7 was submitted by Sensus Technologies Inc., 450
North Gallatin Avenue, Uniontown PA 15401.
FISCAL IMPACT
The 1998-97 operating budget has funds in the amount of $120,000 budgeted in the Carlsbad
0 Municipal Water District’s Water Meter and Fittings account for the 1998-97 fiscal year.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
CARLSBAD MUNICIPAL WATER DISTRICT, CARLSBAD,
CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING THE
EXECUTION OF PURCHASE ORDERS FOR THE PURCHASEOF
VARIOUS SIZES OF WATER METERS
WHEREAS, the Carlsbad Municipal Water District desires to purchase a number of water
meters; and
WHEREAS, bid proposals were submitted by five vendors and judged against known
criteria.
NOW, THEREFORE, BE IT RESOLVED by Board of Directors of the Carisbad
Municipal Water District, Cartsbad, California as follows:
1. That the bid of Schlumberger Industries, Inc., 25283 Cabot Road #221, Laguna
Hills, CA 92653 for Items #I, 2, 3, 4 and 5 as shown on Exhibit “2”, is hereby accepted and
the Purchasing Officer is hereby authorized to execute a purchase order for the purchase of
water meters as may be required for the period of one year beginning July 1, 1996 through
June 30, 7997. This contract may be renewed by the City Manager for three (3) additional one
(1) year periods.
