CMWD STORAGE PROJECT EIRIEIS DEPT. HD. J- CITY ATTY. i& CITY MGR. & RECOMMENDED ACTION: This is an informational item and there is no staff recommendation. ITEM EXPLANATION: The Board of Directors of the San Diego County Water Authority will be deciding on the preferred alternative site for their emergency storage project in August. Water Authority staff initially reviewed 57 sites where water could be stored, either above ground or below ground. In April of 1994, Authority staff narrowed the alternatives to four for a final environmental review. These four alternatives vary in cost, environmental impacts and locations but each would provide 90,100 acre feet of emergency water storage capacity. SAN VICENTE STAND ALONE + San Vicente Reservoir expansion: 90,100 acre-feet + 12-mile pipeline form San Vicente to the Second Aqueduct (2 possible alignments) + 4 pump stations ranging from 320 to 62,200 horsepower SAN VICENTE WITH RE-OPERATION + San Vicente Reservoir expansion: 68,000 acre-feet + San Vicente Reservoir re-operation 22,100 acre feet + Same pipeline and pump stations as for San Vicente Stand Alone OLIVENHAIN/HODGES/SAN VICENTE + New dam and reservoir at Olivenhain: 18,000 acre feet + Lake Hodges re-operation: 22,100 acre-feet + San Vincente Reservoir expansion 52,100 acre-feet + Upgrade 3.8-mile pipeline from Olivenhain Reservoir to Second Aqueduct + 1 S-mile pipeline from Lake Hodges to Olivenhain Reservoir + 12-mile pipeline from San Vicente Reservoir to the Second Aqueduct + 6 pump stations ranging from 320 to 4200 horsepower ““\ ,‘I I / .,’ -.I Page 2 of Agenda Bill No. 334 MOOSAIHODGES + New dam and reservoir in Moosa Canyon: 68,000 acre-feet + Lake Hodges re-operation: 22,100 acre-feet + 4-mile pipeline from Moosa Reservoir to Authority Pipeline 6 + 2.4-mile pipeline from Lake Hodges to the Second Aqueduct + 7 pump stations ranging from 320 to 22,300 horsepower The County Water Authority issued a draft Environment Impact Report/Statement for this Emergency Water Storage Project in November of 1995 for a 90 day comment period. This comment period ended on February 14, 1996. Authority staff addressed the comments received from the public, member agencies and various state and federal agencies and incorporated these comments and staff responses in a document supplement. Authority staff agrees with the summary portion of the EIR/EIS that concludes that the Olivenhain/Hodges/San Vicente alternative is the’ environmentally superior alternative. The Olivenhain/Hodges/San Vicente would have the greatest socioeconomic benefits, as it would generate the largest total industrial output, earnings and jobs from the construction and operation. This alternative also would have the most gradual increase in water rate. Therefore, this was the Authority staff’s recommendation to the Authority Board. FISCAL IMPACT: There is no fiscal impact as a result of the Recommended Action. However, construction of the Olivenhain/Hodges/San Vicente alternative is estimated to cost $525,000,000 and will result in increased water rates to Carlsbad in the future. EXHIBIT: None
