CMWD RECOMMENDED #BAD MUNICIPAL WATER DISTRICT -AGENDA BIL - Gk .n TITLE: APPROVE AND AUTHORIZE THE CAPACITIVE DEIONIZATION DEMONSTRATION PROJECT WITH LAWRENCE LIVERMORE NATIONAL LABORATORY - CMWD PROJECT NO. 95-302 GTION: CITY MGRW Adopt Resolution No. 757 to approve and authorize the Capacitive Deionization Demonstration Project with Lawrence Livermore National Laboratory, CMWD Project No. 95 302. ITEM EXPLANATION: Lawrence Livermore National Laboratory (LLNL) has recently completed the construction of a 2,000 gpd capacitive deionization (CDI) water treatment pildt plant. This CDI pilot plant is the first scaled up unit to be constructed by LLNL, and is being installed on a 40-foot long trailer complete with an electrical control and monitoring system. The construction and development of this CDI pilot plant was funded through others. The District has been in discussions with LLNL to temporarily use this CDI pilot plant in Carlsbad to demonstrate its capability on local groundwater as opposed to laboratory conditions. In these discussions, LLNL indicated that CMWD could use the CDI pilot plant for a period of four weeks in the month of November or December, 1996, as a “Demonstration Project”. The Demonstration Project would involve locating the CDI pilot plant at the Encina Water Pollution Control Facility. The main advantage of this location is it utilizes existing groundwater wells to supply brackish groundwater to the CDI pilot plant and the existing secondary treatment facility can be used to receive the treated water and brine discharge. Other advantages include 24-hour security inside a fenced enclosure, a paved parking area for the trailer, easy access for operations staff and visitors, existing electrical power, and an adjacent laboratory to perform needed water quality testing. This Demonstration Project has several advantages for the City of Carlsbad as follows: First, the District is currently pursuing alternative water resources as part of its master plan update as approved for funding by the Board in June 1996. Through this master plan, we have been using consultants to review all alternative water resources available to the City of Carlsbad. The CDI water treatment system can be used to desalinate either brackish groundwater or seawater and reclaimed water; and is, therefore, a viable alternative to treat high TDS water for domestic and irrigation uses. The results of the Demonstration Project will be incorporated into the alternative water resources report. Second, this Demonstration Project complies with the City Council goals of investigating seawater desalination programs. Third, through a successful demonstration, the District would be in a better position to acquire Page 2 of Agenda Bill No. 397 additional interests and funding from other parties for development of a larger scale facility that could be located in Carlsbad. This proposal has already generated interest from MWD, Orange County MWD, and Alameda County Water District. Fourth, this is an excellent opportunity for Carlsbad to work in partnership with a National Laboratory on desalination research and technology. The Water Commission has reviewed and recommended Board approval of this Demonstration Project at its meeting held September 11, 1996. Their belief is that this approach is a step in meeting the goal of obtaining a local water supply. The budget estimate for this CDI demonstration project are as follows: LLNL BUDGET: 1. Trucking Cost of 40-foot trailer to Carlsbad from Livermore 2. Per diem expense for LLNL 3. LLNL Labor Expense 4. Packing and Transportation Cost 5. Preparation of CDI unit for on-site operation 6. Analysis of data results 7. Documentation and Final Report CAROLLO ENGINEERS BUDGET: Develop testing protocol, perform monitoring and report of observations. Assist in Monitoring and Manual Operation Activities ENCINA WASTEWATER AUTHORITY BUDGET: Perform all Laboratory Testing and provide security and coordination. Their cost will be paid out of the annual operating budget allocated to Carlsbad. $ 2,000 $ 1,500 $25,000 !§ 500 $ 2,000 $ 5,000 E $ 8,860 $5,000 CMWD BUDGET: Install all onsite piping, pre treatment, post treatment and power; and provide routine monitoring and manual operation activities. Cost to be paid out of annual water operations budget. $11,140 Total Project Cost $66,000 Page 3 of Agenda Bill No. 6#7 FISCAL IMPACT: Appropriations will be made from the following sources: New appropriations: San Diego County Water Authority, Financial Assistance Program 32,940 Olivenhain Municipal Water District 5,000 Carlsbad Municipal Water District’s Replacement Fund Subtotal: 11,920 49,860 I I TOTAL 66,000 As previously approved by the City Council, the San Diego County Water Authority (SDCWA), through its Financial Assistance Program (FAP), has agreed to fund one-half the cost of the demonstration project, not to exceed $32,940. Should the City build a CDI treatment plant in the future, the FAP funds would need to be paid back to the SDCWA. In addition, the Olivenhain Municipal Water District wishes to contribute funds to this demonstration project to further their understanding of the technology for possible use in their local groundwater supply. The $49,860 will be appropriated in the Water Capital Replacement Fund. Reimbursements from the SDCWA and the Olivenhain Municipal Water District will offset the project cost. Upon completion of the project, the City’s contribution will total approximately $28,060. ENVIRONMENTAL IMPACT: The demonstration project is exempt from the environmental review process as per Article 19 Categorical Exemptions Class 6. The Regional Water Quality Control Board was contacted regarding this project and no permit is required for discharge of the treated water. EXHIBITS: 1. Location Map. 2. I n . 5 zo -** - 0.. : - . . . . - . ..- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 - h RESOLUTION NO. 959 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT, CARLSBAD, CALIFORNIA, FOR APPROVAL AND AUTHORIZATION OF THE CAPACITIVE DEIONIZATION DEMONSTRATION PROJECT WITH LAWRENCE LIVERMORE NATIONAL LABORATORY, CMWD PROJECT NO. 96-101 WHEREAS, the Lawrence Livermore National Laboratory (LLNL) has constructed a 2,000 gpd pilot plant, and LLNL has indicated their concurrence to locate the pilot plant for a period of up to four weeks in Carlsbad; and WHEREAS, the Capacitive Deionization Pilot Plant can be located at the Encina Water Pollution Control Facility for the purpose of demonstrating its treatment capability on local groundwater through the use of existing wells; and WHEREAS, the Board of Directors of the Carlsbad Municipal Water Distrjct of Carlsbad, California has determined that the Capacitive Deionization Demonstration Project with Lawrence Livermore National Laboratory would provide valuable information with regard to the capability of the capacitive deionization process to be used in treating local brackish groundwater and seawater, an alternative water supply, for Carlsbad; and WHEREAS, the Capacitive Deionization Demonstration Project would be in concert with the City Council Goal of investigating desalination technologies; and WHEREAS, the budget for the Capacitive Deionization Demonstration Project has been estimated at $66,000, and approximately $16,000 has already been appropriated in the Water District’s 1996-97 operating budget; and WHEREAS, the San Diego County Water Authority has agreed to reimburse the District for one-half the cost of the demonstration project, up to $32,940, with the stipulation that the funds would be repaid if a full scale treatment facility was developed in the future as a result of this demonstration project; and * . 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, the Olivenhain Municipal Water District has pledged $5,000 toward the cost of the project. NOW, THEREFORE, BE IT RESOLVED, by the Board of Directors of the Carlsbad Municipal Water District of Carlsbad, California as follows: 1. That the above recitations are true and correct. 2. That the funds in the amount of $ 49,860 for the Capacitive Deionization Demonstration Project will be appropriated from the Water Capital Replacement Fund.
