RECOMMENDED ACTION:
Approve Resolution No. 1 0 0 3 declaring a Temporary Water Supply Shortage.
ITEM EXPLANATION:
Between January 5 and January 14, 1998, the Metropolitan Water District of Southern
California will be replacing piping at its Skinner Filtration Plant in Riverside County. During
this ten-day period, the San Diego County Water Authority (CWA) will also be performing
pipeline maintenance of its own. In order to accomplish this, CWA will be shutting down
Pipeline 4 in the Second San Diego Aqueduct, which supplies the Carlsbad Municipal Water
District with its only source of treated water. With this pipeline shut down, CMWD will be
relying on the water stored in available District reservoirs and on water available through
interties with the City of Oceanside and the Vista Irrigation District.
In preparation, CMWD personnel will be filling all District reservoirs to capacity, which
constitutes only about 3 days’ usage by CMWD customers under normal conditions. In
order to spare existing supplies for firefighting, sanitation, drinking and other indoor uses,
staff is requesting that the Board declare a Temporary Water Supply Shortage during this
period, lasting until the re-establishment of water service through the affected aqueducts or
January 14th, whichever comes first.
CMWD customers faced similar shutdowns in 1995 and 1996. Prior to 1995, shutdowns did
not affect the District because of our ability to use water stored in the 200-million gallon
Maerkle Reservoir. However, Maerkle Reservoir is currently out-of-service while it is being
lined and covered to comply with environmental standards.
Without the use of Maerkle Reservoir, Carlsbad has a storage capacity of approximately 53
million gallons. Based on average daily consumption in the winter months, this storage will
last about 3 days. However, January’s shutdown is scheduled to last 10 days. In order to
reduce consumption during this period and spare existing supplies for other vital uses,
District staff is asking the Board to declare a Temporary Water Supply Shortage.
Water Use Restrictions During the Temporary Water Supply Shortage
In accordance with Ordinance No. 35 adopting a Water Conservation Program (approved
and adopted by the Board on March 5, 1991) the following water use restrictions are in
effect during a Temporary Water Supply Shortage:
. No outdoor watering or vehicle washing.
. No refilling of pools, spas and fountains.
. Temporary discontinuance of all agricultural irrigation.
. Serving of water only on request at restaurants.
* Recommended limited indoor water usage.

District staff will be patrolling the service area to monitor water usage and will enforce the
above restrictions. Customers not complying with the restrictions will have a door hanger left
at their residence or business as a reminder of the restrictions. Continued violations could
result in discontinuance of water service.
Notification
District staff is planning to notify the community of the Temporary Water Supply Shortage in
the following ways:
Letter Mailing: A letter will be sent to all mailing addresses in the CMWD service area in
December. This letter will include an explanation of why the Temporary Water Supply
Shortage has been declared, the various water use restrictions, and a phone number
for further information.
Utility Bill Stuffer and Messages: Messages regarding the shortage will be placed on the
utility bills mailed in December and January. In addition, a flyer will be included with
the utility bill mailed in December.
Special Mailings: Large agriculture and irrigation customers will be sent a special notice
regarding the water use restrictions, as will agricultural customers who signed up for
interruptible service as part of the Agricultural Rebate Program.
Press Releases: Staff will be sending out press releases to print and television media on a
regular basis prior to and during the shutdown in order to get maximum exposure and
community awareness.
Cable Television Announcement An announcement will run on Cablevision’s Community
Access Calendar that contains information on the shutdown and the water use
prohibitions.
Staff Updates: District staff will prepare periodic updates for City staff to keep them
informed on the status of the shutdown.
FISCAL IMPACT:
The cost of printed materials, mailing and staff overtime should not exceed $6,000. The
District’s fiscal year 1997-98 budget contains funds for these purposes.

RESOLUTION NO. 1003
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
CARLSBAD MUNICIPAL WATER DISTRICT DECLARING A
TEMPORARY WATER SUPPLY SHORTAGE.
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District
approved and adopted the ordinance establishing a Water Conservation Program;
and
WHEREAS, this ordinance outlines procedures and water restrictions for
six water conservation stages and a water emergency; and
WHEREAS, the Metropolitan Water District of Southern California and the
San Diego County Water Authority will be shutting down the treated water
aqueduct that serves the Carlsbad Municipal Water District from January 5 to
January 14,1998; and
WHEREAS, there will not be sufficient water stored in the District’s eleven
reservoirs to meet normal demand for Carlsbad customers for this period.
NOW, THEREFORE, BE IT RESOLVED, by the Board of Directors of the
Carlsbad Municipal Water District as follows:
1. That the need for declaration of a Temporary Water Supply Shortage
exists.

2. That a Temporary Water Supply Shortage is hereby declared from
January 5 through 14, 1998, or lasting until water service is re-established through
the aqueduct.
PASSED, APPROVED AND ADOPTED by the Board of Directors of the
Carlsbad Municipal Water District at a special meeting held on the 2 nd day of
December , 1997, by the following vote, to wit:
