RECOMMENDED ACTION:
Adopt Resolution No. J 0 0 y for approval of plans and specifications and authorization
to advertise notice inviting bids for the recoating of the “Dl I’,” D2”,“E”, AND ELM Reservoirs,
CMWD Project No. 97-109, Contract Nos. 35351 and 35291.
ITEM EXPLANATION:
This project involves removing the existing coal tar coating and installing a new epoxy
coating for two recycled water tank reservoirs (“,I” and I‘D,“) and two potable water tank
reservoirs (“E” and Elm). The recycled water tank reservoirs will be coated on the interior
only and the potable water tank reservoirs will be coated on the interior and exterior. The
reservoirs are in various locations in Carlsbad and are shown on the attached location map.
In the 1997/98 Budget, the Board of Directors appropriated funds for removing the existing
coating and installing a new coating for the “Dl” and “D2” reservoirs in the amount of
$250,000 and for the “E” and Elm reservoirs in the amount of $340,000. Staff recommends
proceeding with the proposed construction to recoat the “Dl”, “D2”, “E”, and Elm Steel Tank
Reservoirs.
The Carlsbad Municipal Water District has prepared plans and specifications to remove the
existing coating and installing a new coatings on these four reservoirs. These plans are
available for review. In accordance with Section 3.28.080 of the Municipal Code, an
Invitation to Bid will be published, and the contract will be awarded to the lowest responsive,
responsible bidder subject to the Board of Director’s approval. Construction is anticipated to
require approximately one hundred eighty (180) calendar days from the date of issuance of
the Notice to Proceed.
FISCAL IMPACT:
The engineer’s estimate for construction of this project is $590,000. This includes $250,000
for rehabilitation of the recycled water reservoirs and $340,000 for the potable water
reservoirs. Construction inspection services are estimated to cost $50,000. Total project
cost is $640,000. To date, funds in the amount of $640,000 have been appropriated for
reservoir recoating. Therefore, there are sufficient funds available for this project.
ENVIRONMENTAL IMPACT:
IEPT. CMWD CONTRACT NOS. 35351 AND 35291
The Planning Director has determined the project is categorically exempt under CEQA
Guidelines, Section 15.301. A Coastal Commission permit is not required for this project.

CARLSBAD MUNICIPAL WATER DISTRICT, CARLSBAD,
CALIFORNIA, FOR APPROVAL OF PLANS AND
SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE
NOTICE INVITING BIDS FOR THE RECOATING OF THE “Dl”,
“DZ”, “E”, AND ELM RESERVOIRS, CMWD PROJECT NO. 97-
109-CONTRACT NOS. 35351 AND 35291
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District of
Carlsbad, California, has determined it necessary and in the public interest to approve the plans
and specifications and to authorize an advertisement for notice inviting bids for the Recoating of
the “Dl”,“D2”,“E”, AND ELM Reservoirs, CMWD Project No. 97-109-Contract Nos. 35351 and
35291; and
WHEREAS, funds appropriated in the 1997/98 Fiscal Year Budget for water
facility upgrades in the amount of $640,000 are available; and
WHEREAS, plans and specifications for “Dl”,“D2”,“E”, and Elm Reservoirs
Recoating, CMWD Project No. 97-109, have been prepared by the Carlsbad Municipal Water
District engineering staff with a cost estimate of $640,000, which includes $50,000 for
construction inspection services, and are on file in the Engineering Department of the Carlsbad
Municipal Water District; and
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the
Carlsbad Municipal Water District of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the plans and specifications and cost estimate of $640,000
submitted by the Carlsbad Municipal Water District engineering staff which are on file with the
Carlsbad Municipal Water District Engineering Department are incorporated herein by reference
and are accepted.

3. That the Secretary be authorized to publish an invitation to bid in
accordance with Section 3.28.080 of the Municipal Code.
PASSED, APPROVED, AND ADOPTED at a special meeting of the Board of
Directors of the Carlsbad Municipal Water District of Carlsbad, California held on 9th day
