RECOMMENDED ACTION:
This item is a report on the latest developments concerning the San Diego County Water
Authority’s Emergency Storage Project (ESP) and there is no staff recommendation.
ITEM EXPLANATION:
The CMWD Board has been updated several times in the past on the status of the proposed
CWA Emergency Storage Project (ESP). There have also been two previous presentations to
the Board concerning the financing of this project.
It has been proposed that this project be funded 50% through a fixed charge, called an
Infrastructure Access Charge (IAC), and 50% through an increase in the Commodity Charge.
There are several member agencies of CWA that do not think that this method of financing is
fair to the agencies that have local storage. Their position is that these agencies have already
invested money in providing their own storage and that they should receive some discount for
their “in-kind” contribution to the Emergency Storage Project.
Staff will be making a presentation to update the Board on these recent issues concerning the
ESP.
