ITEM EXPLANATION:
On December 9, 1997, the Board of Director’s authorized the advertisement of bids for the
“Dl”, “D2”, “E”, and Elm Reservoirs Interior Coating and “E” and Elm Reservoirs Exterior
Painting, CMWD Project No. 97-109. This project involves removing the existing coal tar
coating and installing a new epoxy coating for the two recycled water tank reservoirs (“Dl”
and “D2”) and two potable water tank reservoirs (“E” and Elm). The two recycled water tank
reservoirs will be coated on the interior only and the potable water tank reservoirs will be
coated on the interior and painted on the exterior. The reservoirs are in various locations in
Carlsbad and are shown on the attached location map.
The Engineer’s Estimate for rehabilitation of the reservoirs was $590,000. The bid opening
was held on February 19, 1998, and six (6) sealed bids were received, as follows:

The contract will involve coating and painting the reservoirs within 180 days after the notice
to proceed is given.
The Carlsbad Municipal Water District has prepared specifications to rehabilitate the recycled
water and potable water tank reservoirs which are on file in the office of the District Engineer
and are incorporated by reference. In accordance with Section 3.28.120 of the Municipal
Code, an Invitation to Bid was published December 30, 1997. The Project Manager and the
Purchasing staff have reviewed the complete bid documents from all parties in detail and
concluded the lowest overall, responsive bidder is Professional Restoration Services for a
contract amount of $490,000.

ENVIRONMENTAL IMPACT:
The Planning Director has determined the project is categorically exempt under CEQA
Guidelines, Section 15.301. A Coastal Commission permit is not required for this project.
FISCAL IMPACT:
Funds in the amount of $250,000 are available to be appropriated for the recycled water tank
reservoirs and $340,000 are available to be appropriated for the potable water tank
reservoirs in the water replacement budget. The estimated District-funded project costs are
as follows:

EXTERIOR PAINTING, CMWD PROJECT NO. 97-109,
CONTRACT NOS. 35351 AND 35291
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District,
Carlsbad, California, has previously authorized the advertisement for bids for the “Dl”,
“D2”, “E” and Elm Reservoirs Interior Coating and “E” and Elm Reservoirs Exterior
Painting, CMWD Project Nos 35351 and 35291; and
WHEREAS, six (6) sealed bids were received February 19, 1998, for said
project; and
WHEREAS, all bid documents received from all bidders have been reviewed in
detail and the Board of Directors does hereby find that the lowest responsive,
responsible bid received for the construction of said project was submitted by
Professional Restoration Services in the amount of $490,000; and
WHEREAS, funds in the amount $590,000, to include rehabilitation of the “Dl”,
“D2”, “E”, and Elm Reservoirs Interior Coating and “E” and Elm Reservoirs Exterior
Painting, $61,000 for construction contingencies, and $50,000 for inspection services,
are needed to complete the project.
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. That the above recitations are true and correct.

2. That $590,000 is appropriated from the water replacement fund balance in
accounts5077000906035351900and5057000906035291900.
3. That the bid amount in the amount of $490,000 submitted by Professional
Restoration Services is hereby accepted, and the President is hereby authorized and
directed to execute the agreement, therefore, a copy of which is on file in the Office of
the Secretary.

Directors of the Carlsbad Municipal Water District, Carlsbad, California, held on the
