ITEM EXPLANATION:
Issue #I - Emerqencv Storaae Proiect (ESP)
The CMWD Board has been updated several times in the past on the status of the proposed
CWA Emergency Storage Project (ESP). There have also been two previous presentations to
the Board concerning the financing of this project.
It has been proposed that this project be funded 50% through a fixed charge, called an
Infrastructure Access Charge (IAC), and 50% through an increase in the Commodity Charge.
Staff will update the Board on the most recent action taken by the San Diego County Water
Authority.
Issue #2 - Imperial lrriaation District/San Dieao County Water Authoritv Water Transfer
Staff will update the Board on the proposed Imperial Irrigation District (IID) water transfer. The
CWA and the IID entered into a Memorandum of Understanding (MOU) in 1996 to develop a
water transfer agreement for at least 200,000 acre feet of water from the Imperial Valley. This
MOU detailed the amount of water to be transferred, the terms of the agreement, the price of
the water to be transferred and an enforcement mechanism. The negotiation of this proposed
transfer entered its final stage and the proposed agreement was released for public comment. .
Staff will be presenting the latest update on this item.
