CMWD RESERVOIR PROJECT RECOMMENDED ACTION: This is an informational update and there is no staff recommendation. ITEM EXPLANATION: The Metropolitan Water District is constructing the Eastside Reservoir Project (ESRP) south of Hemet in Riverside County. The ESRP includes the design and construction of an 800,000 acre-foot reservoir along the appurtenant facilities, such as a forebay, pumping station, connecting pipeline, and pressure control station. The program also includes public recreation facilities and endangered species mitigation. Metropolitan approved the ESRP, along with the Final Environmental Impact Report (FEIRP, in October 1991. In April 1992, a project cost estimate of $1,837,000,000 was adopted based on elements contained in the FEIR. In late 1994, Metropolitan increased its estimate to a total of $1,972,100,000 t o accommodate increased costs of property condemnation settlements, remaining mitigation, and design changes in advance of construction. At Metropolitan’s October 13, 1998 regular board meeting, Metropolitan staff reported that the ESRP estimate had experienced additional increases in cost resulting from condemnation settlements, changes in construction scope, additional inspection, quality control, mitigation, and regulatory requirements. The estimated costs of the project increased to a total of $2,192,100,000. This staff presentation will provide a chronology of how the cost overruns occurred . FISCAL IMPACT: This is an informational item update and therefore, there is no fiscal impact.
