Approve Resolution No. j0 Y6 approving out-of-state travel for one Account
Technician in the Water District to attend ‘the Sierra Permit Automation Conference in Reno,
Nevada.
ITEM EXPLANATION:
In April 1997, the City Council approved the purchase if Sierra PERMITS PLUS software to
upgrade the then current Sierra PERMITS system. January qth of this year the PERMITS PLUS
system was successfully implemented. City staff is currently in the process of fine-tuning this
system to ensure that all necessary reporting and data gathering mechanisms have been made
available to users within the City as well as the general public. The annual Sierra Permit
Automation Conference is in Reno, Nevada, from April 19 through April 25, 1999.
The conference allows users to share information and issues associated with the Sierra
PERMITS PLUS software. In addition, there are sessions that address the latest developments
from Sierra and “How-To” meetings for various permit processes. This will be a valuable forum
for our City staff to gain knowledge about the newly implemented system and establish contacts
with other Sierra clients for future questions and assistance.
FISCAL IMPACT:
When the FY 1998-99 Water Operations Budget was developed, District staff did not know
where in the implementation process the Permits System would be and, therefore, did not
include the Annual Sierra Conference in the District’s travel budget. Staff is requesting that the
Board approve attendance for the Water District’s Account Technician / Sierra Permits Plus
project team member to attend the annual Sierra conference in Reno, Nevada.
The total cost for this District staff member to attend this conference for four days will be
approximately $1,000. There are sufficient funds in the Water District’s FY 1998-99 Operations
budget to accommodate these expenses.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
CARLSBAD MUNICIPAL WATER DISTRICT, APPROVING
OUT-OF-STATE TRAVEL FOR ONE ACCOUNT
TECHNICIAN TO ATTEND THE SIERRA PERMIT
AUTOMATION CONFERENCE.
WHEREAS, the City Council of the City of Carlsbad, California authorized purchase of
the Sierra PERMITS PLUS software to upgrade the then current Sierra PERMITS system in

9 WHEREAS, the Sierra Permit Automation conference is a worthwhile and educational
10 event for Sierra clients who want to learn more about the software and establish useful contacts;
12 WHEREAS, there are sufficient funds available in the FY 1998-99 Water Operations

budget for one Account Technician to attend the conference; and,
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District hereby
finds it necessary, desirable and in the public interest to authorize out-of-state travel for the

members of District staff to attend the Sierra Permit Automation conference in Reno, Nevada.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad
Municipal Water District, as follows:
1. That the above recitations are true and correct.
2. That out-of-state travel is hereby authorized, in accordance with City policy, for the

representative from the Water District to attend the Sierra Permit Automation conference in
Reno, Nevada.
