RECOMMENDED ACTION:
Adopt Resolution No. I oSZ for approval to apply for State Water Resources Control
Board Grant for Phase II Recycled Water Project, CMWD Project No. 98-301.
ITEM EXPLANATION:
On April 13, 1999, the District engineering staff presented a report concerning the Phase II
Recycled Water Project. Also on April 13, 1999, the Board of Directors adopted Resolution
No. 1048 for the transfer of funds for local water resources projects. The Board approved
the concept and preliminary engineering funding for the Phase II Recycled Water Project.
To provide additional funding for design and construction, the staff will be applying for a
State Water Resources Control Board low interest loan. To assist agencies with the
preliminary design and environmental review work, the SWRCB offers grants up to $75,000
to pay for this work.
Staff is requesting approval to apply for the SWRCB grant for preliminary design reports
and environmental studies.
FISCAL IMPACT:
There is no fiscal impact with the grant. The grant will be applied to the Phase II Recycled
Water Project.
ENVIRONMENTAL:
There is no environmental impact with the grant application.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
CARLSBAD MUNICIPAL WATER DISTRICT OF CARLSBAD, CALIFORNIA, FOR APPROVAL TO APPLY FOR STATE
WATER RESOURCES CONTROL BOARD GRANT FOR
PHASE II RECYCLED WATER PROJECT, CMWD PROJECT
98-301
WHEREAS, on April 13, 1999, the Board of Directors reviewed and approved a
report for the concept and preliminary engineering funding for the Phase II Recycled Water
Project; and
WHEREAS, on April 13, 1999, the Board of Directors adopted Resolution No. 1048
for the transfer of funds for local water resources projects; and
., WHEREAS, the State Water Resources Control Board is offering grants ‘up to: :
$75,000 to assist agencies with the prelim/nary design and environmental review work; and ‘,:
WHEREAS, the staff recommends it would be in the best of public interest to apply
for the State Water Resources Control Board grant to assist in the cost of preliminary
design reports and environmental studies for the Phase II Recycled Water Project, CMWD
Project 98-301.
NOW, THEREFOR, BE IT RESOLVED, by the Board of Directors of the Carlsbad
Municipal Water District of Carlsbad, California, as follows:
I. That the above recitations are true and correct.
2. That the authorization to apply for the State Water Resources Control Board
grant for a low interest loan for the preliminary design and environmental review work for
the Phase II Recycled Water Project, CMWD Project 98-301 is hereby granted.
3. 1 That the Carlsbad Municipal Water District will enter into a low interest loan with
2 the State Water Resources Control Board when granted.
3 PASSED, APPROVED AND ADOPTED at a special meeting of the Carlsbad
4 Municipal Water District, Carlsbad, California held on 4 th day of May 9
