RECOMMENDED ACTION:
Adopt Resolution No. 1067 for Approval Of Plans And Specifications, Appropriation Of
Funds, And Authorization To Advertise For Bids For The Davis Ave. &Inch Water Line
Replacement, CMWD Project No. 99-102, Contract No. 3532
ITEM EXPLANATION:
This project involves the replacement of a deteriorated steel pipeline in Davis Avenue between
Buena Vista Avenue and Knowles Avenue. Eighteen services will be served water through a
temporary hi-line to facilitate water line ‘replacement. After hi-lining the Contractor will be
responsible for removing and disposing of the existing water line and installing the new 8-inch PVC
pipeline.
The District has prepared plans and specifications to replace the water pipeline which are on file in
the office of the District Engineer and are incorporated by reference. In accordance with Section
3.28.120 of the Municipal Code, an Invitation to Bid will be published, and the contract will be
awarded to the lowest responsive, responsible bidder subject to the Board of Director’s approval.
Construction is anticipated to require approximately thirty (30) working days from the date of
issuance of the Notice to Proceed. Staff recommends approval of the project plans and
specifications and requests approval to proceed to bid for the replacement of the water pipeline to
improve conveyance system reliability.
FISCAL IMPACT:
The engineer’s estimate for construction of the waterline portion of this project is:

The additional funds will be appropriated from the water replacement fund in the amount of
$28,170.
ENVIRONMENTAL IMPACT:
This project is categorically exempt from the environmental review process under the provisions of the
California Environmental Quality Act (CEQA) Section 15302. A Notice of Exemption was filed by the
Planning Director on June 17, 1998 and filed by the San Diego County Clerk on June 22, 1998.

WHEREAS, the Board of Directors of the Carlsbad Municipal Water District of Carlsbad,
California, has determined it necessary and in the public interest to approve the plans and
10 specifications, to appropriate funds, and to authorize publishing an advertisement for bids for the
11 construction of Davis Ave. 8-inch Water Main Replacement, CMWD Project No. 99-10%Contract
12 No. 3532; and
13 WHEREAS, plans and specifications for the Davis Ave. 8-inch Water Line Replacement,
+, CMWD Project No. 99-102, have been prepared by the Carlsbad Municipal Water District
15 engineering staff with a cost estimate of $81,000 for water pipeline replacement, including
,6 $12,000 for contingency, $11,000 for inspection services and soil testing, and are on file in the
Engineering Department of the Carlsbad Municipal Water District; and
17 WHEREAS, the additional appropriation of $28,170 from the water replacement fund is
18 required; and

WHEREAS, authorization is hereby granted by the Board of Directors to publish an
Invitation to Bid in accordance with Section 3.28.080 of the Municipal Code.

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad
Municipal Water District of Carlsbad, California, as follows:
23 1. That the above recitations are true and correct.
24 2. That the plans and specifications and cost estimate of $81,000 submitted by the
25 Carlsbad Municipal Water District engineering staff which are on file with the Carlsbad Municipal
26 Water District Engineering Department are incorporated herein by reference and are accepted.
27 3. That authorization to publish an invitation to bid in accordance with Section
28 3.28.080 of the Municipal Code be granted.

4. That funds in the amount of $28,170 be appropriated from the Water Replacement
Fund to the project account.
