PRESENTATION OF CMWD’s MAERKLE DAM
CHLORINATION FACILITY RISK MANAGEMENT
PROGRAM (RMP) INCLUDING OFFSITE CONSEQUENCES
AND SETTING FEBRUARY 8 FOR PUBLIC HEARING.
RECOMMENDED ACTION:
Hear report on Facility Risk Management Program (RMP), including Off-Site Consequences
Analysis, for Maerkle Dam chlorination facilities and set February 8 as the date for Public
Hearing.
ITEM EXPLANATION:
On June 21, 1996 the Environmental Protection Agency finalized the Chemical Accident
Prevention Provisions regulations in accordance with the Clean Air Act Amendments of
1990. These regulations require that any facility that handles, stores, uses or produces a
listed regulated substance in excess of a predetermined threshold quantity prepare and
submit a Risk Management Program (RMP). The Maerkle Dam Chlorination Facilities store
chlorine gas in excess of 2500 pounds and was required to prepare Risk Management
Programs. The Carlsbad Municipal Water District contracted with Tracer Environmental
Sciences and Technologies, Inc., to help perform the necessary technical studies, develop
the Prevention Programs and submit the RMP to the EPA by the required submission date of
June 21, 1999.
In August 1999 the Chemical Safety Information, Site Security and Fuels Regulatory Act (PL
106-40) was signed. This law requires that the Carlsbad Municipal Water District hold a
public meeting to discuss the local implications of the Water Districts Maerkle Dam
Chlorination Facilities Risk Management Programs, including a summary of the Off-Site
Consequences Analysis. This analysis contains sections on worst case release scenarios
for chlorine gas, potential off-site impacts and identification of public and environmental
receptors of such a release.
Staff will be making a presentation at tonight’s meeting.
