PROJECT NO. 38161 ENG CITY MGR. h RECOMMENDED ACTION: Adopt Resolution No. f \ \ d 5 or award of contract for the construction of El Fuerte 30” Water Transmission Main (Alga Road to Chorlito Street), Project No. 38161. I ITEM EXPLANATION: On April 3, 2001, the Board authorized the advertisement of bids for the construction of the El Fuerte 30” diameter Water Transmission Main (Alga Road to Chorlito Street); Project No. 38161. Construction of the water transmission main will connect the District’s two (2)-700 foot elevation potable water reservoirs; Santa Fe II, near Palomar Airport Road at Business Park Drive and La Costa High Reservoir, near El Fuerte Street and Alga Road. The connection will combine two water pressure zones currently isolated and dependent on single sources of water supply. The water transmission main will improve the operation and reliability of the District’s entire existing potable water system and is an essential element to support the projected ultimate potable water demands within the City of Carlsbad. This phase of the project will consist of open trench construction for 2,010 lineal feet of 30” diameter steel pipeline including valves and appurtenances in El Fuerte Street from Alga Road to Chorlito Street. The District has prepared plans and specifications for this project which are on file in the office of the City Engineer. Construction is anticipated to require approximately one hundred twenty (120) working days from the date of issuance of the Notice to Proceed. The bid opening was held on May 17, 2001 and ten (10) sealed bids were received, as follows: Shiva Construction $1‘,065;520.00 The District has prepared plans and specifications to construct the water pipeline which are on file in the office of the City Engineer and are incorporated by reference. In accordance with Section 3.28.120 of the Municipal Code, an Invitation to Bid was published April 12, 2001. The engineer’s estimate for construction is $536,866. The project manager and the Purchasing staff have reviewed the complete bid documents from all parties in detail and concluded the lowest overall, responsive bidder is Pullman Engineering, Inc., for a contract amount of $524,488. Staff recommends that the Board of Directors award the contract to Pullman Engineering, Inc., as the lowest responsive bidder, and that the President be authorized to execute the contract for construction. Page 2 of Agenda Bill No. S-02- ENVIRONMENTAL REVIEW: This project is categorically exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA) Section 15301. A Notice of Exemption, in compliance with Section 21152b of Public Resources Code (California Environmental Quality Act), was filed by the Planning Director on March 31, 2000 and filed with the San Diego County Recorder on April 3,200O. FISCAL IMPACT: Sufficient appropriations are available in the Water Connection Fee Fund to award the contract for construction of the El Fuerte 30” diameter Water Transmission Main from Alga Road to Chorlito Street. There was $2,000,000 appropriated for Project No. 38161. From the appropriation, $374,224 was expended for reimbursement to Continental Homes for the construction of the first phase of this project which was completed during construction of the Ranch0 Corrillo Project. An additional $66,199 has been expended or encumbered for design of this project. The remaining funds will be used for the construction of the final phase of the pipeline from Ranch0 Pancho to Poinsettia Lane which is planned to occur in the near future by the Bressie Ranch Project. PROJECT NO. 38161. WHEREAS, the Board of Directors of the C&bad Municipal Water District of Carlsbad, Zalifomia, has determined it necessary and in the public interest to award a contract for the construction of the El Fuerte 30” Water Transmission Main from Alga Road to Chorlito Street, %ject No. 38161; and WHEREAS, staff recommends award of this contract to the overall lowest responsible lidder, Pullman Engineering, Incorporated, for the bid amount of $524,488; and WHEREAS, plans and specifications for the El Fuerte 30” Water Transmission Main from Alga Road to Chorlito Street, Project No. 38161, have been prepared by Engineering staff with a :onstruction cost of $524,488 for water pipeline replacement, plus $80,000 for contingency and ;55,000 for project management, administration and inspection, and are on file in the Engineering Department of the City of Carlsbad; and WHEREAS, there are sufficient appropriations available in the Water Connection Fee :und to complete the project. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Carlsbad Municipal Yater District (CMWD) of the City of Carlsbad, California, as follows: 1.
