CMWD CITY MGR. Declaration of Temporary Water Supply Shortage RECOMMENDED ACTION: Approve Resolution No. I 137 declaring a Temporary Water Supply Shortage. ITEM EXPLANATION: Between February 4 and February 14, 2002, the San Diego County Water Authority (CWA) will be performing pipeline maintenance. In order to accomplish this, CWA will be shutting down Pipeline 4 in the Second San Diego Aqueduct, which supplies the Carlsbad Municipal Water District with its only source of treated water. With this pipeline shut down, CMWD will be relying on the water stored in available District reservoirs. In preparation, CMWD personnel will be filling all District reservoirs to capacity, which constitutes a IO-day supply for CMWD customers under normal conditions. In order to spare existing supplies for firefighting, sanitation, drinking and other indoor uses, staff is requesting that the Board declare a Temporary Water Supply Shortage during this period, lasting until the re-establishment of water service through the affected aqueduct or February 14th, whichever comes first. This declaration is in accordance with Section 71640 of the California Water Code, Water Use Restrictions During the Temporary Water Supply Shortage The District is requesting voluntary compliance with the following water use restrictions during the Temporary Water Supply Shortage: . No outdoor watering or vehicle washing. . No refilling of pools, spas and fountains. Notification District staff will notify customers of the Temporary Water Supply Shortage through a flyer included with the utility bill mailed at the end of January. FISCAL IMPACT: The cost of printed materials should not exceed $500. The District's budget contains funds for these purposes. EXHIBITS: 1. WHEREAS, Section 71640 of the California Water Code authorizes municipal water districts to restrict the use of water; and WHEREAS, the San Diego County Water Authority will be shutting down the treated water aqueduct that serves the Carlsbad Municipal Water District from February 4 through February 14,2002: and WHEREAS, there will not be sufficient water stored in the District's eleven reservoirs to meet normal demand for CMWD customers for this period. NOW, THEREFORE, BE IT RESOLVED, by the Board of Directors of the Carlsbad Municipal Water District as follows: I 1. That the need for declaration of a Temporary Water Supply Shortage exists. That a Temporary Water Supply Shortage is hereby declared from February 4 through 14, 2002, or lasting until water service is re-established through the aqueduct.
