PROCUREMENT OF THE MEMBRANE FILTRATION EQUIPMENT SYSTEM FOR THE CARLSBAD WATER RECYCLING FACILITY ATG. 5/07/02 lFPT FNC I PROJECT NO. 3675-2 RECOMMENDED ACTION: Adopt Resolution No. 11*7 accepting bids and awarding the contract for the procurement of the Membrane Filtration Equipment System for the Carlsbad Water Recycling Facility, Project No. 3675-2. ITEM EXPLANATION: The proposed Carlsbad Water Recycling Facility (CWRF) provides advanced tertiary treatment of the secondary treated water from the Encina Water Pollution Control Facility with a capacity of 4 million gallonslday (MGD). The CWRF will be located on the vacant site adjacent to, and south of, the existing Encina Water Pollution Control Facility, see Exhibit 1. A part of the CWRF treatment process uses micro-filtration. The configuration of the micro-filtration equipment from each supplier is different and, therefore, the supplier needed to be known in advance so the final design of the CWRF could be completed. The City Council authorized the advertisement for bids for the procurement of the Membrane Filtration Equipment (micro-filtration) on April IO. 2001. On July 12, 2001 two bids, as shown on Table 1, were received and opened. The proposal included a provision that made the bid price firm for 180 days and provided an adjustment, based on the consumer price index, for an award that occurs between 180 and 360 days from the bid opening. This provision was included in the proposal so the award date could be coordinated with the necessary funding approvals from the State Water Resources Control recommended action will result in an award approximately 270 days after the bid opening date of Board (SWRCB). The necessary approvals from the SWRCB have been received and the July 12, 2001 and, therefore, the following adjustment was calculated. The adjustment calculation averages the Consumer Price Index (CPI) over the last six months and compares it to the CPI on the bid opening date. The six-month average of the CPI is 177.5 and the CPI on the bid opening date was 177.5, therefore there is no adjustment of the bid price. Pall Corporation $1,130,786 $761,985 As noted on Table 1, the bidders provided a price for the equipment and a present worth analysis of their system. To ensure consistency, the bidders were required to utilize the present worth equations/program as included in the bid documents, The lowest responsive and responsible bidder was identified based on the present worth analysis of their system as well as the initial cost of their equipment. After a review and analysis of the bids, U.S. Filter Wastewater Group has been identified as the lowest responsive and responsible bidder. Executing the contract at this time will enable the selected equipment to be manufactured and delivered to the CWRF site in time for the contractor of the CWRF to install the equipment. Page 2 of Agenda Bill No. 527 ENVIRONMENTAL REVIEW The City Council adopted Resolution No. 2000-37 approving a Mitigated Negative Declaration for the Encina Basin Water Reclamation Program, Phase I1 Project on January 25, 2000. The Carlsbad Water Recycling Facility, which will incorporate the membrane filtration equipment, is a component of the Encina Basin Water Reclamation Program, Phase II Project as analyzed in the approved Mitigated Negative Declaration. FISCAL IMPACT The Phase II project is being financed through a combination of Local, State, and Federal funding programs. The total cost for the Phase 11 project is $38.6 million. Table 2 summarizes the cost of the major items of work. The Membrane Filtration Equipment is a component of item number 1, the Carlsbad Water Recycling Facility. TABLE 2 - PHASE II PROJECT SUMMARY On January 23, 2002, the State Water Resources Control Board (SWRCB) approved a $31 million low-interest loan and $5 million grant for the Phase II project. On February 26, 2002, the SWRCB approved the plans and specifications for the Carlsbad Water Recycling Facility and approved awarding the micro-filtration equipment contract to the lowest responsible bidder. As part of this approval process, the SWRCB noted that the micro-filtration equipment is eligible for 100% funding from the SWRCB. The micro-filtration equipment also received an appropriation for federal grant funding from the Environmental Protection Agency (EPA). The EPA is in the process of completing the agreement with the District to award these grant funds. The grant funding will become available from the EPA sometime in the next three months. There are sufficient Recycled Water Fund appropriations available for the procurement of the Membrane Filtration Equipment.
