RECOMMENDED ACTION:
Adopt Resolution No. 1154 appointing a representative to the San Diego County Water
Authority
ITEM EXPLANATION:
The San Diego County Water Authority (“Authority”) was formed in 1944 with the purpose of
importing Colorado River water to supplement local supplies. There were eleven (11) original
incorporators. The Authority has evolved into an organization of 23 member agencies delivering
over 219 billion gallons of water annual to over 2.9 million consumers in San Diego County. A 32
member Board of Directors governs the Authority. The members represent the 23 member
agencies and the County of San Diego in the ex-officio capacity. Each member agency is
represented by at least one individual. A member agency is entitled to one additional
representative for each full five percent of total assessed evaluation contained within its
boundaries. Only the City of San Diego and Helix Water District have more than one individual on
the Board.
The Board of Directors’ meetings are held on the second Thursday of each month. Combined with

The term of Mayor Lewis as the City representative to the Water Authority expires on June 17,
2002. Under the terms of the County Water Authority Act, he will continue as a member of the
Board until another appointment is made. The Act also states that no member of the Board of
Directors may appoint himself or herself or vote for his or her own appointment. The term of the
appointee will expire in six years, on June 16, 2008.
FISCAL IMPACT:
The Authority pays for all reimbursement and compensation directly for all of its members.
Therefore, there is no fiscal impact to the District.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
CARLSBAD MUNICIPAL WATER DISTRICT APPOINTING A MEMBER TO THE SAN DIEGO COUNTY WATER AUTHORITY
WHEREAS, the term of the existing Director of the Carlsbad Municipal Water District as
I representative to the San Diego County Water Authority expires on June 16, 2002; and
WHEREAS, a majority of the Board of Directors can appoint a representative to serve for
I new term to. expire June 16, 2008; and
WHEREAS, no member of the Board of Directors may appoint or vote for his or her own
Ippointment;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad
Aunicipal Water District, as follows:
1. That the above recitations are true and correct.
2. That Director CLAUDE A. LEWIS. is appointed to represent the Carlsbad Municipal
Water District on the Board of Directors of the San Diego County Water Authority for a
term due to expire on June 16, 2008, or until a successor is appointed and qualified.

resolution forthwith to the Board of Directors of the San Diego County Water
Authority.
