RECOMMENDED ACTION:
Adopt Resolution No. 1161 to approve and authorize a professional services agreement with Butier Engineering, Inc., for construction management of the Carlsbad Water Recycling Facility,
Project No. 3675-2.
ITEM EXPLANATION:
The Carlsbad Water Recycling Facility (CWRF) is a 4.0 million gallon per day advanced tertiary
treatment facility. It is located along Avenida Encinas adjacent to the south boundary of the
Encina Water Pollution Control Facility. The CWRF is an integral part of the Encina Basin Water
Reclamation Program, Phase II project (Phase 11).
To ensure adequate staffing with the specialized technical expertise required to manage and inspect
the extensive work to be performed on this project, staff is recommending that the construction
management and inspection for the CWRF be performed utilizing consultant services.
The City requested proposals from four consulting firms with the ability to provide the management
and inspection expertise for Phase II. They were Butier Engineering, Inc., Black & Veatch, PBS&J,
and Construction Management Services & Engineering, Inc. Staff recommends Butier Engineering,
"as-needed" basis for this project.
Inc., as the most qualified firm to provide the needed services. The subject contract is on an
ENVIRONMENTAL REVIEW
A Mitigated Negative Declaration was prepared for the Phase II project. This was approved by the City Council on January 25, 2000 under Case No. EIA 99-09, Coastal Development Permit
by the Planning Commission. No. 99-45 and Conditional Use Permit No. 9923 was approved for the CWRF on August 22, 2001
FISCAL IMPACT:
The total cost for the Phase II project (not including the land cost) is $38.6 million. The CWRF has an estimated project cost of $12.5 million. The project is being financed through a combination of local, State, and Federal funding programs. The value of the proposed consulting services is
$700,000. There is sufficient funding for the proposed consulting services.

A RESOLUTION OF THE BOARD OF DIRECTORS OF
APPROVE AND AUTHORIZE A PROFESSIONAL SERVICES
CARLSBAD MUNICIPAL WATER DISTRICT (CMWD) TO
AGREEMENT WITH BUTIER ENGINEERING, INC., FOR THE
CONSTRUCTION MANAGEMENT OF THE CARLSBAD WATER RECYCLING FACILITY, CITY PROJECT NO. 3675-2. 'I i
i WHEREAS, the Board of Directors of the Carlsbad Municipal Water District of Carlsbad,
, California, has determined it necessaly and in the public interest to enter into an agreement on file
in the City Clerk's Office between Butier Engineering, Inc., and the City of Carlsbad, California,
City Project No. 3675-2; and

WHEREAS, the City of Carlsbad Department of Public Works-Construction Management , and Inspection Division requested multiple proposals for the road and sewer project; and
WHEREAS, Butier Engineering, Inc., is recommended as the most qualified firm to
perform the work; and
WHEREAS, there are sufficient appropriations available to complete the construction of
the Carlsbad Water Recycling Facility; and
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District of Carlsbad,
California, approves and authorizes the execution of an agreement for the construction
management of the Carlsbad Water Recycling Facility, City Project No. 3675-2.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad
Municipal Water District, 'as follows:
1. That the above recitations are true and correct.
2. That the proposal by Butier Engineering, Inc., for providing the construction

3. That the President is authorized and directed to execute the agreement between
Butier Engineering, Inc., and the Carlsbad Municipal Water District for the construction
management of the Carlsbad Water Recycling Facility.
PASSED, APPROVED AND ADOPTED at a special meeting of the Carlsbad Municipal
Water District held on the 25th day of JUNE ,2002 by the following vote, to wit:
