RECOMMENDED ACTION: Adopt Resolution No. ng6 approving plans and specifications and authorizing the District Secretary to the Board to advertise for bids for the construction of the Twin D Recycled Water Pump Station for the Encina Basin Water Reclamation Program, Phase II Project, Project No. 3889, and Project No. 3904 and appropriateAransfer additional funds to Project No. 3889. “\, ITEM EXPLANATION: Included in the Encina Basin Water Reclamation Program, Phase II Project (Phase II) are three recycled water pump stations: Twin D, Calavera, and Bressi. These pump stations will provide recycled water service to customers throughout the City. The Twin D Recycled Water Pump Station (Twin D RWPS) is a critical component of the Phase II project. This pump station will be capable of delivering water produced at the Carlsbad Water Recycling Facility (CWRF) for storage at Mahr Reservoir and the “C” Reservoir, in addition to providing recycled water to customers located at higher elevations. This facility will also be capable of transferring water from the higher-pressure zones back to the lower elevations. Included in this contract is an approximately 800 square foot, architecturally-designed building containing four vertical turbine pumps (three duty, one stand-by), a hydraulic surge arrestor system, on-site piping, landscaping improvements, frontage improvements to Black Rail Road, and an on-site pavement overlay. The Twin D RWPS will be on a District owned parcel which is generally located south of Poinsettia Lane on the east side of Black Rail Road. The property has been used as a District facility since 1958, and currently accommodates one 8.5 million gallon (MG) potable water tank, two 1.25 MG recycled water tanks, a chlorine storage and injection facility, a pressure reducing station, and a graded pad for a future 8.5 MG potable water tank. The Twin D RWPS will utilize the latest technology and will accommodate ultimate peak flows of the recycled water system. The pumping equipment includes four below ground pumps with above-ground motors placed within a masonry building. The structure has been designed to attenuate noise generation levels. ENVIRONMENTAL REVIEW: The Twin D RWPS is a part of the Phase II project. A Mitigated Negative Declaration (MND) was prepared for the Phase II project. The Carlsbad City Council approved the MND on January 25, 2000 under Case No. EIA 99-09, Resolution No. 2000-37. The United States Department of the Interior completed its review of the Phase II project for compliance with the National Environmental Policy Act (NEPA) and formally approved the Phase II project on March 1,2002. The Planning Commission approved a Conditional Use Permit (CUP 03-15) and a Coastal Development Permit (CDP 03-23) on October 1, 2003 by Planning Commission Resolution Nos. 5443 and 5444, respectively. Although the final Engineer's Estimates to construct these pump stations has not been prepared, preliminary estimates indicate that Calavera will cost approximately $882,100 and Bressi will cost approximately $1,170,700. The estimated total cost for all three pump stations is shown in Table 2. This project is part of the overall Encina Basin Water Reclamation Program, Phase II Project. Previous appropriations for this overall project total $38.2 million. The project is being funded from a Bureau of Reclamation Grant, a State Water Resources Control Board Grant and low-interest loan, and an EPA Grant. Council previously approved advances in the amount of $14.5 million from the R Water Replacement Fund to provide cash up front for the project. This advance is expected to be repaid once the loan and grant funds are received. Additional appropriations are being requested with this agenda bill and for another agenda bill before the Council on this date, both for Recycled Water Phase II projects. The combined additional appropriations equal $2,755,900. Funding will be provided by increasing the State Water Resource Control Board Loan by this amount. Since this is a significant increase in the total project cost, staff updated the revenue and expense projections (cash flows) to determine the impact this increase would have on the future operations of the program. In addition to this $2,755,900 increase, the anticipated federal grant funding was reduced by approximately $4 million due the uncertainty of funding beyond the current fiscal year. Therefore, the additional loan amount could be as high as $7 million. Page 3 of Agenda Bill No. 560 On February 12, 2002, Council was provided information about the projected revenues and expenses for the Recycled program. At that time it was estimated that an annual operating deficit of approximately $800,000 was likely once the project was complete. With the additional costs and changes in anticipated funding, the deficit is now expected to be about $1 million per year, thus requiring additional funding from potable water revenues and/or an increase in the water rate. This deficit could be reduced if additional federal grant money is obtained, or if final project costs are lower than what is being appropriated. EXHIBITS: 1. Location Map. 2. That the plans, specifications, and contract documents, on file in the City Engineer’s office, as described above for the Twin D Recycled Water Pump Station, for the Encina Basin Water Reclamation Program, Phase II Project, Project No. 3889, and Project No. 3904, are hereby approved. That the above recitations are true and correct. 3. The District Secretary of the Carlsbad Municipal Water District is hereby authorized and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the Twin D Recycled Water Pump Station, Project No. 3889 and Project No. 3904, in accordance with the plans, specifications, and contract documents referred to herein. 4. That an additional $606,900 shall be appropriated from the Recycled Water Fund to That Recycled Water Funds shall be transferred from existing Recycled Water Fund projects to Project No. 3889: $210,000 from the Mahr Reservoir Project No. 3890 and $400,000 from the Flow Equalization Project No. 3888.
