ENG I IClTY MGR. e RECOMMENDED ACTION: Adopt Resolution No. 1207 accepting bids and awarding a contract for the construction of the Palomar Airport 12-Inch Water Pipeline, Project No. 3479. ITEM EXPLANATION: The Palomar Airport 12-inch water pipeline is located within an easement that extends from Owens Avenue to an existing 12-inch water pipeline located in the roadway within McClellan-Palomar Airport. It is designed to increase system reliability by providing an additional pipeline to the McClellan-Palomar Airport and meet future water demands of the airport area. Pursuant to Resolution No. 11 76, the Board of Directors approved the plans and specifications for the Palomar Airport 12-Inch Water Pipeline, Project No. 3479, and directed the Secretary to advertise for construction bids. On April 6, 2004, the following eleven (11) sealed bids were received: 8. CCL Contractin The Engineer’s Estimate for construction of Project No. 3479 was $105,000. Don Hubbard Contracting, submitted the lowest bid in the amount of $85,322. The documents submitted by Don Hubbard Contracting for the project have been reviewed and analyzed by the engineering staff and found to be in order. Engineering staff, therefore, recommends award of Project No. 3479 construction contract to Don Hubbard Contracting. ENVIRONMENTAL REVIEW: This project is a Class 1 categorical exemption and is, therefore, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), Section 15301. A Notice of Exemption was filed by the Planning Director on June 17, 1998, and issued by the San Diego County Clerk on June 22, 1998. WHEREAS, pursuant to Resolution No. 1176, the Board of Directors of the Carlsbad Municipal Water District approved plans and specifications for construction of the Palomar Airport 12-Inch Water Pipeline, Project No. 3479; and WHEREAS, eleven (11) sealed bids were received on April 6, 2004 at 4:OO p.m. for the project; and WHEREAS, the lowest responsive, responsible bid for the project was submitted by Don Hubbard Contracting, in the amount of $85,322; and WHEREAS, the Board of Directors of the Carlsbad Municipal Water District has determined it necessary, desirable, and in the public interest to construct the Palomar Airport 12-Inch Water Pipeline, Project No. 3479; and WHEREAS, this project is a Class 1 categorical exemption and is, therefore, exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), Section 15301 ; and WHEREAS, Water Connection Fee funding in the amount of $150,000 was appropriated for this pipeline project; and WHEREAS, the estimated cost for the pipeline project is $146,922. NOW THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad Municipal Water District of the City of Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct. That the low bid submitted by Don Hubbard Contracting, in the amount of $85,322 is hereby accepted and the President of the Board of Directors is hereby authorized to execute a contract on behalf of the CMWD for the construction of Project No. 3479. That the Executive Manager is hereby authorized to approve construction change orders up to $12,800 for Project No. 3479. 4. That the award of this contract is contingent upon Don Hubbard Contracting, executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of this resolution with the understanding that the Executive Manager may grant reasonable extensions of time.
