Adopt Resolution No. 1211 approving plans and specifications and authorizing the District Secretary to the Board to advertise for bids for the construction of the Calavera Recycled Water Pump Station for the Encina Basin Water Reclamation Program, Phase II Project, Project No. 3889.
ITEM EXPLANATION:
Included in the Encina Basin Water Reclamation Program, Phase II Project (Phase II) are three
recycled water pump stations: Twin D, Calavera, and Bressi. These pump stations are used to provide pressure for the recycled water customers throughout the City.
The Calavera Recycled Water Pump Station (Calavera RWPS) is a critical component of the
Phase II project that provides recycled water to the Calavera Hills area 580-pressure zone. Included in this contract is an approximately 700 square foot, architecturally-designed building containing three vertical turbine pumps (two duty, one stand-by), a hydraulic surge arrestor system,
and on-site piping. This pump station will be located on a District-owned fee parcel within the Calavera Hills Village "X" Carlsbad Tract CT 01 -06.
The Calavera RWPS will utilize the latest technology and will accommodate ultimate peak flows of the recycled water system. The pumping equipment includes three below ground pumps with
above-ground motors placed within a masonry building. The structure has been designed to attenuate noise generation levels and be architecturally compatible with the surrounding development.
ENVIRONMENTAL REVIEW:
The Calavera RWPS is a part of the Phase II project. A Mitigated Negative Declaration (MND) was prepared for the Phase II project. The Carlsbad City Council approved the MND on January 25, 2000 under Case No. EIA 99-09, Resolution No. 2000-37. The United States Department of the Interior completed its review of the Phase II project for compliance with
the National Environmental Policy Act (NEPA) and formally approved the Phase II project on March 1.2002.
The Planning Commission approved a Conditional Use Permit (CUP 03-30) on May 19, 2004 by Planning Commission Resolution No. 5628.
FISCAL IMPACT:
The engineer's estimated cost to construct the Calavera RWPS is shown in Table 1, which totals $1,149,000.

The Bressi RWPS is still in the design phase; whereas, the Twin D RWPS is being presented for construction contract award under a separate agenda bill. The estimated total cost for all three recycled water pump stations is shown in Table 2.

Under the agenda bill awarding the contract for construction of the Twin D RWPS, an additional
appropriation is being requested for Project No. 3889. Upon the approval of the appropriations
request, there are sufficient funds available to construct the Calavera RWPS. The recycled water
pump stations are part of the Encina Basin Water Reclamation Program, Phase II that is being
funded from federal and state grants and a state loan.

A RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD
MUNICIPAL WATER DISTRICT (CMWD), APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE DISTRICT
SECRETARY TOADVERTISE FOR BIDS FOR THE
CONSTRUCTION OF THE CALAVERA RECYCLED WATER PUMP
STATION FOR THE ENCINA BASIN WATER RECLAMATION
PROGRAM, PHASE II PROJECT, PROJECT 3889.
WHEREAS, the Board of Directors of Carlsbad Municipal Water District has determined
it necessary, desirable, and in the public interest to construct the Calavera Recycled Water Pump
Station, for the Encina Basin Water Reclamation Program, Phase II Project, Project No. 3889; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to the Project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, there are sufficient funds available to construct this project; and
WHEREAS, a Mitigated Negative Declaration has been adopted by the City of Carlsbad
City Council by Resolution 2000-37, dated January 25, 2000, as required by the California
Environmental Quality Act; and
WHEREAS, the United States Department of the Interior completed its review of the
Phase II Project for compliance with the National Environmental Policy Act and formally approved
the Phase II Project on March 1,2002; and
WHEREAS, the Planning Commission has approved a Conditional Use Permit

NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Carlsbad Municipal
Water District as follows:
1. That the above recitations are true and correct.

2. That the plans, specifications, and contract documents, on file in the
City Engineer's office, as described above for the Calavera Recycled Water Pump Station, for the
Encina Basin Water Reclamation Program, Phase I1 Project, Project No. 3889 are hereby
approved.
3. The District Secretary of the Carlsbad Municipal Water District is hereby authorized
and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the
construction of the Calavera Recycled Water Pump Station, Project No. 3889, in accordance with
the plans, specifications, and contract documents referred to herein.
PASSED, APPROVED AND ADOPTED at a special meeting of the Carlsbad Municipal
Water District held on the 8th day of June , 2004 by the following vote, to wit:
