Z 0 F 2 0 3 m iB# 569 ATG. 6/08/04 CARLSBAD MUNICIPAL WATER DISTRICT - AGENDA BILL & 4&@ TITLE: AUTHORIZATION TO ADVERTISE FOR BIDS FOR CONSTRUCTION OF THE EL CAMINO REAL DOMESTIC WATER AND RECYCLED WATER IEPT. ENG TRANSMISSION MAINS, PROJECT NOS. 3446 AND 3887-H CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 1212 approving plans and specifications and authorizing the District Secretary to the Board to advertise for bids for the construction of the El Camino Real Domestic Water and Recycled Water Transmission Mains, Project Nos. 3446 and 3887-H. ITEM EXPLANATION: This bid for construction contains two projects. The El Camino Real Domestic Water Transmission Main, Project No. 3446, and El Camino Real Recycled Water Transmission Main, Project No. 3887-H. The projects were prepared on separate drawings and combined as one contract bid set to minimize construction costs and traffic impacts. The El Camino Real Domestic Water Transmission Main, Project No. 3446, will replace an existing 20’ steel water line with a new 24 and 20” PVC water line. The water line will extend from Palomar Airport Road south within El Camino Real, then west on Cassia Road. The water transmission main was originally constructed in 1958 and has reached its useful life. The El Camino Real Recycled Water Transmission Main, Project No. 3887-H, construction contract is part of the Encina Basin Water Reclamation Program, Phase II Project (Phase 11). This pipeline will enable the recycled water processed at the Carlsbad Water Recycling Facility (CWRF), which is currently under construction, and the existing Meadowlark Water Reclamation Facility, to reach the District’s Phase II recycled water customers. ENVIRONMENTAL REVIEW: Project No. 3446 is categorically exempt from the environmental review process under Section 15302 Class 2 (c) of the Public Resources Code (California Environmental Quality Act). Project No. 3887-H is a part of the Phase II project. A Mitigated Negative Declaration (MND) wasprepared for the Phase II project. The Carlsbad CityCouncil approved the MND on January 25, 2000 under Case No. EIA 99-09, Resolution No. 2000-37. The United States Department of the Interior completed its review of the Phase II project for compliance with the National Environmental Policy Act (NEPA) and formally approved the NEPA on March 1,2002. FISCAL IMPACT: The total cost for the project being advertised for bids, which includes a domestic and a recycled water transmission main, is $4.3 million as shown below in Table 1. The domestic transmission main is estimated to cost approximately $2.5 million. There are sufficient water replacement funds appropriated to complete this project. I Page 2 of Agenda Bill No. 569 The cost of the recycled water transmission main is estimated at $1.8 million and will be funded by Federal and State grants funds and a State Loan. This is one of twelve pipeline projects included in the Recycled Phase II Program and there are sufficient appropriations available. TABLE 1 EXHl BITS: 1. Location Map. 2. WHEREAS, the Board of Directors of Carlsbad Municipal Water District has determined it necessary, desirable, and in the public interest to construct the El Camino Real Domestic Water and Recycled Water Transmission Mains, Project No. 3446 and 3887-H; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment, transportation, and other expenses necessary or incidental to said project have been prepared and are on file in the Engineering Department of the City of Carlsbad and are incorporated by reference herein; and WHEREAS, the estimated project cost for the El Camino Real Domestic Water Transmission Main is $2,470,000 and there are sufficient funds appropriated in the Water Replacement Account, to construct the water pipelines of the project; and WHEREAS, the El Camino Real Domestic Water Transmission Main is categorically sxempt from the environmental review process under Section 15302 Class 2 (c) of the Public Resources Code (California Environmental Quality Act). WHEREAS, the estimated project cost for recycled water pipelines is $1,840,600 and there are sufficient funds appropriated in the Phase II Pipeline project, Project No. 38871, to Zonstruct the recycled water pipeline of the project; and WHEREAS, a Mitigated Negative Declaration has been adopted by the City of Carlsbad 3ty Council by Resolution 2000-37, dated January 25, 2000, as required by the California Environmental Quality Act for the Recycled Water Transmission Main. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Carlsbad Municipal Nater District as follows: 1. That the above recitations are true and correct. That the plans, specifications, and contract documents, on file in the City Engineer’s office, as described above for the El Camino Real Domestic Water and Recycled Water Transmission Mains, Project Nos. 3446 and 3887-HI are hereby approved. 3. The District Secretary of the Carlsbad Municipal Water District is hereby authorized and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the El Camino Real Domestic Water and Recycled Water Transmission Mains, Project Nos. 3446 and 3887-H, in accordance with the plans, specifications, and contact documents referred to herein.
