BID AMOUNT $3,392,703.00 $3,898,335.00 $3,938,195.00 $4,074,196.00 $4,114,031 .OO $5,016,270.00 ITEM EXPLANATION: This bid for construction contains two projects, referred to as the El Camino Real Domestic Water Transmission Main, Project No. 3446, and El Camino Real Recycled Water Transmission Main, Project No. 3887-H. The projects were prepared on separate drawings and combined as one contract bid set to minimize construction costs and traffic impacts to El Camino Real from Cassia Road north to Palomar Airport Road. The El Camino Real Domestic Water Transmission Main, Project No. 3446, will replace an existing 20” steel water line with a new 24” and 20” PVC water line. The water line will extend from Palomar Airport Road south within El Camino Real, then west on Cassia Road. The existing water transmission main was originally constructed in 1958 and has reached its useful life. The El Camino Real Recycled Water Transmission Main, Project No. 3887-H, construction contract is part of the Encina Basin Water Reclamation Program, Phase II Project (Phase 11). This pipeline will enable the recycled water processed at the Carlsbad Water Recycling Facility (CWRF), which is currently under construction, and the existing Meadowlark Water Reclamation Facility, to reach the District‘s Phase II recycled water customers. On June 8, 2004, the Board of Directors approved the plans and specifications and authorized the advertisement for bids for the El Camino Real Domestic Water and Recycled Water Transmission Mains, Project Nos. 3446 and 3887-H. On July 27, 2004, the Purchasing Department received six (6) bids for the project as follows: The Engineer’s Estimate for the construction of the project was $3,593,000. Staff has reviewed the bids and determined that the apparent low bid submitted by Cass Construction to be in order. Staff recommends that the Board award the contract for the construction of the El Camino Real Domestic Water and Recycled Water Transmission Mains, Project Nos. 3446 and 3887-H to Cass Construction. Project No. 3887-H is a part of the Phase II project. A Mitigated Negative Declaration (MND) was prepared for the Phase II project. The Carlsbad City Council approved the MND on January 25, 2000 under Case No. EIA 99-09, Resolution No. 2000-37. The United States Department of the Interior completed its review of the Phase II project for compliance with the National Environmental Policy Act (NEPA) and formally approved the NEPA on March 1, 2002. There are sufficient water replacement funds appropriated to complete this project. The cost of the recycled water transmission main is estimated at $1.8 million and will be funded by Federal and State grants and a State Loan. This is one of twelve pipeline projects included in the Recycled Water Phase II Program and there are sufficient appropriations available. EXHIBITS: 1. Location Map. 2. PROJECT NOS. 3446 AND 3887-H. WHEREAS, the Board of Directors of Carlsbad Municipal Water District has determined t necessary, desirable, and in the public interest to construct the El Camino Real Domestic Water and Recycled Water Transmission Mains, Project No. 3446 and 3887-H; and WHEREAS, on June 8, 2004, the Board of Directors approved the plans and specifications for the construction of the El Camino Real Domestic Water and Recycled Water Transmission Mains, Project No. 3446 and 3887-H; and WHEREAS, six (6) sealed bids were received on July 27, 2004 for the project; and WHEREAS, the lowest responsive, responsible bid for the project was submitted by Cass Zonstruction, in the amount of $3,392,703; and WHEREAS, Subsection 3.28.172(c)(l) of the Carlsbad Municipal Code authorizes the zxecutive Manager to approve change orders in the amount equal to the contingency set at the .ime of the bid award - WHEREAS, the estimated project cost for the El Camino Real Domestic Water Transmission Main is $2,351,223 and there are sufficient funds appropriated in the Water qeplacement Account, to construct the water pipelines of the project; and WHEREAS, the El Camino Real Domestic Water Transmission Main is categorically 5xempt from the environmental review process under Section 15302 Class 2 (c) of the Public iesources Code (California Environmental Quality Act).
